Abstract

Pendidikan Anak Usia Dini (PAUD) adalah suatu upaya pembinaan yang ditujukan bagi anak usia 0-6 tahun yang dilakukan melalui pemberian rangsangan pendidikan untuk membantu pertumbuhan dan perkembangan jasmani dan rohani agar anak memiliki kesiapan dalam memasuki pendidikan lebih lanjut. Penyelenggaraan Program PAUD Non Formal di Kota. Program PAUD Non Formal di Kota Surakarta khususnya di wilayah Kecamatan Jebres sebagai wilayah penelitian belum tersosialisasi dengan baik. Hal ini terbukti dengan masih banyaknya anak usia dini (0-6 tahun) yang belum terlayani oleh program PAUD Non Formal, sehingga menimbulkan kesenjangan antara permintaan masyarakat dengan ketersediaan lembaga PAUD Non Formal. Adapun permasalahan pokok yang menjadi penyebabnya adalah kurang optimalnya sosialisasi, motivasi dan tanggungjawab bersama antara pemerintah, masyarakat dan lembaga terkait dalam pengembangan program PAUD Non Formal yang akhirnya muncul satu pertanyaan penelitian yaitu bagaimana kesesuaian antara permintaan dan penyediaan lembaga PAUD jalur Non Formal di Kecamatan Jebres Kota Surakarta. Tujuan peneletian ini untuk mengkaji kesesuaian antara permintaan dan penyediaan lembaga PAUD jalur Non Formal di Kecamatan Jebres Kota Surakarta dengan sasaran Mengidentifikasi jumlah lembaga PAUD jalur non formal dan jumlah Anak Usia Dini di wilayah sasaran beserta jenis-jenis layanan pendidikan yang didapat, menganalisis kebijakan pemerintah Kota Surakarta dalam mendukung Program PAUD Non Formal, menganalisis jumlah permintaan dan potensi penyediaan lembaga PAUD Non Formal, menganalisis kesesuaian antara permintaan dan penyediaan lembaga PAUD Non Formal, dan merumuskan hasil kajian kesesuaian antara permintaan dan penyediaan lembaga PAUD Non Formal. Untuk mengkaji hal tersebut dilakukan dengan metode Analisis Deskriptif Kualitatif, yaitu melalui : Teknik analisis Distribusi Frekuensi untuk mengetahui ketidakmerataan sebaran lembaga PAUD Non Formal di tiap-tiap Kelurahan, Teknik analisis Deskriptif Normatif untuk mengkaji lembaga PAUD Non Formal antara kondisi eksisting di Kecamatan Jebres dengan Standar Pelayanan Minimal dalam pendidikan sehingga didapat hasil bahwa kondisi eksisting lembaga PAUD Non Formal di Kecamatan Jebres masih jauh dari ukuran standar minimal dan Teknik analisis Optimasi Fasilitas untuk mengetahui seberapa besar permintaan dan ketersediaan lembaga serta pemanfaatannya bagi para pengguna lembaga Setelah melalui berbagai analisis dan observasi, maka didapat hasil penelitian bahwa terjadi ketidaksesuaian antara permintaan dan ketersediaan lembaga PAUD Non Formal di Kecamatan Jebres Kota Surakarta yang dikarenakan kurangnya sosialisasi dan kerjasama antara Pemerintah, Masyarakat dan Pihak Swasta, dibuktikan dengan tidak meratanya sebaran lembaga PAUD Non Formal di Kecamatan Jebres.. Sebanyak 97 % anak usia dini belum terlayani PAUD Non Formal .Belum optimalnya peran organisasi dibidang PAUD Non Formal dalam mendukung program PAUD. Dukungan Pemerintah Kota Surakarta dibidang PAUD Non Formal berupa dana,ketenagaan serta sarana dan prasarana belum dapat mengakomodir besarnya kebutuhan masyarakat akan PAUD. Ditambah lagi dengan kondisi fisik sarana dan prasarana di Lembaga PAUD Non Formal yang ada kurang memenuhi standar minimal pelayanan pendidikan anak usia dini. Early Childhood Care Education (ECCE) is a strive construction to be aimed to the children have 0–6 years old which is conducted by means of the education excitement gift to assist spiritual and physical blooming and growing in order that the children own the readiness to enter the furthermore education. The execution of the Non Formal ECCE Program was in Surakarta. The Non Formal ECCE Program in Town of Surakarta especially in Subdistrict of Jebres area as the area of study not better socialization yet. It was proven still a lot of early age child have (0-6 years old) have not yet taken care of by Non Formal ECCE Program, so that generate asymmetrical among society request with the availability of Non Formal ECCE institute. The principal problem be came its cause was less be optimal of socialization, motivation and responsibility together between Government, society and relevant institute in development to the Non Formal ECCE program that finally emerge one question of research that was how according to among the request and supplying the institute of Non Formal course ECCE at Subdistrict of Jebres, Town of Surakarta. This research objectives to inspect suitability among the request and supplying the Non Formal course ECCE institute at Subdistrict of Jebres Town of Surakarta with target to Identification sum up the non formal course ECCE and sum up the Early Age Children in target area along with the types of service education got, Analyze the governmental policy Town of Surakarta in support the Non Formal ECCE Program, Analyze the amount of request and potential supply the Non Formal ECCE institute, Analyze the according to among request and supplying the Non Formal ECCE institute, and Formulate the result of study the according to among the request and supplying the Non Formal ECCE institute. To inspect that mentioned was conducted by Analysis the Descriptive Qualitative, that were by : Technique analyze the Frequency Distribution to understand the evenly spread of Non Formal ECCE institute in each chief of village, Technique analyze the Normative Descriptive to inspect the Non Formal ECCE institute between condition existing at Subdistrict of Jebres with Minimum Service Standard in education so that got the result that the condition existing the Non Formal ECCE institute at Subdistrict of Jebres a long way off from minimum standard dimension and Technique analyze the Optimal of Facility was to understand how wide request and the institute supply and also its exploiting to all institute consumer. After passing various observation and analysis, hence obtained the result of research that there was happened the no according to between request and supplying the Non Formal ECCE institute at Subdistrict of Jebres, Town of Surakarta that causing of the minimal Socialization and cooperation among Government, Society and Private Sector, it’s proved by not spread evenly the Non Formal ECCE institute at Subdistrict of Jebres. There were 97% of Early Age Children have not serviced yet by Non Formal ECCE. The have not optimal yet the role of organization in sector of Non Formal ECCE in the form of fund, power and also infrastructure and tools have not earned yet to coordinate the level of society requirement about ECCE. Added again by the physical condition of tools and infrastructure in the existing Non Formal ECCE Institute was less of comply minimum standard Early Childhood Care Education service.
