KAJIAN TERHADAP PENETAPAN LOKASI TPA SAMPAH LEUWINANGGUNG, KOTA DEPOK

Abstract

Some problems on selecting and determining the location of waste disposal emerged in several cities in Indonesia. The problems revealed as the impacts of limited space availability and under Indonesian National Standard of environmental condition. As the results, there are environmental pollution such as unpleasant odor, leachate and uncontrolled littering activities. Because of the pollution, the perception of the society around to waste disposal is bad and conflict between the societies around the location and the sweepers arises. Society perception aspect on determining society location has not been regulated yet on Indonesian National Standard Decree concerning determination of waste disposal location. Depok City has already had a location of operational waste disposal, however because of limited space, it can only serve about 28% of needs and it will expire in 2008. To improve the service and to solve the expiring the existing waste disposal, the Government of Depok City has determined a new waste disposal in Leuwinanggung at the several small communities of Depok City in 2000-2010. Moreover, there is a question revealed ”How is the worthiness of Leuwinanggung waste disposal from the point of view of society’s perception and their participation also how is the environmental condition based on critical analysis to Indonesian National Standard Decree about determining the location of waste disposal?”. This study is purposed to evaluate the worthiness of waste disposal location in Leuwinanggung. To reach the purpose, it needs primary and secondary data. Primary data was collected from questionnaire from respondents. Population of the study was taken by simple randomly sampling method. The numbers of the samples are 100 respondents proportionally from two villages (Sukatani and Tapos). Data processing divided into quantitative and qualitative. Quantitative data uses simple mathematics calculation and formulated statistics calculation. While qualitative data was processed by descriptive method. Technique of data analysis of the study uses quantitative analysis and qualitative analysis, while the method are comparative analysis, frequency and scoring. Based on the critical analysis to Indonesian National Standard Decree and the analysis of society’s perception and identification of social participation also environmental condition of waste disposal located in Leuwinanggung, scoring analysis was done to know the worthiness of the location Leuwinanggung waste disposal. Based on the feasibility analysis, it was informed that the location of waste disposal is unworthy. As the unworthy location, it was then recommended to relocate the location of waste final disposal in plan, and recommended to Government of Depok City to participate and cooperate on integrated waste disposal management in Jabodetabek region.
