MEMBANGUN CITRA POLISI DALAM PENANGGULANGAN TINDAK PIDANA PELANGGARAN LALU – LINTAS DI POLRES BATANG

Abstract

Kepolisian Negara Republik merupakan alat negara yang berperan dalam memelihara keamanan dan ketertiban masyarakat menegakkan hukum serta memberikan perlindungan, pengayoman dan pelayanan kepada masyarakat dalam rangka terpeliharanya keamanan dalam negeri. Dalam posisi demikian adalah wajar jika evaluasi kinerja Polri langsung diberikan oleh masyarakat yang amat berpengaruh terhadap Citra Polri. Permasalahan yang dikemukakan dalam Tesis ini meliputi ; Bagaimana respon masyarakat terhadap tindakan polisi dalam menanggulangi Tindak Pidana Pelanggaran Lalu – Lintas. Faktor – faktor apa sajakah yang mempengaruhi citra polisi dalam penanggulangan tidak pidana pelanggaran lalu – lintas dan Bagaimana strategi yang perlu diambil kepolisian untuk membangun citranya dalam menanggulangi tindak pidana pelanggaran lalu – lintas. Metodologi penelitian yang digunakan dalam penelitian ini adalah “Socio – Legal” yang melihat hukum sebagai sebuah tatanan normatif yang dioperasionalisasikan dalam kehidupan sosial tertentu. Dari analisa dan pembahasan hasil penelitian didapat jawaban sebagai berikut : Bahwa respon masyarakat terhadap tindakan polisi amat positif, sebab harmonisasi kerja sama antara polisi dan masyarakat tampak nyata. Faktor yang mempengaruhi citra polisi diantaranya ; profesionalisme / intelektualisme, keteladanan dan ketaqwaan polisi. Strategi yang diambil polisi dalam rangka membangun citra polisi diantaranya peningkatan “kemitraan” dengan masyarakat. Integritas ketiga permasalahan diatas dipakai sebagai pijakan peningkatan membangun citra polisi dalam penanggulangan tindak pidana pelanggaran lalu – lintas. The Police Department of Republic of Indonesia/ POLRI is the state instrument that possesses a role upon the maintaining of the security and safety of the society, the enforcing of the law and the providing of the protection, sheltering and service to the society in order to maintain security of the state. Upon the recent position, it is normal if the Police Department performance evaluation is directly given by the society that is very influencing to the Police Department image. The problems upon the thesis include; upon how the society response upon the police action against the traffic violence criminal is, what factors influence the police action against the traffic violence criminal are, and what strategy should be taken by the Police in order to solve the traffic violence criminal is. The research used socio-legal methodology that is considering law as the normative arrangement operated upon the specific social life. Upon the analysis and the discussion of the research result, it is knowledge that; the society’s response upon the police action is considerably positive, since the harmonization of the cooperation between the police and the society appears obviously. The influencing factors to the police image are; professionalism/ intellectualism, leadership and the belief of the police. The strategy taken by the police in order to increase the police image is the increasing of the partnership with the society. The integrity of the three problems above is used as the basis of the increase to develop the police image upon the police action against the traffic violence criminal.
