Abstract

Poliklinik 24 Jam PT RSPS Cabang Semarang merupakan pusat pelayanan kesehatan rawat jalan milik Rumah Sakit Pelabuhan Surabaya yang akan dikembangkan menjadi pusat pelayanan kesehatan rawat inap setingkat rumah sakit type C. Untuk mengembangkan Poliklinik menjadi rumah sakit yang dibutuhkan masyarakat sesuai dengan karakteristiknya, dibutuhkan pengkajian lebih lanjut tentang kebutuhan dan kesediaan pasien akan pelayanan rawat inap di Poliklinik 24 jam PT RSPS Cabang Semarang. Tujuan penelitian ini untuk mengetahui faktor – faktor yang mempengaruhi kebutuhan dan kesediaan pasien akan pelayanan rawat inap di Poliklinik 24 jam PT. RSPS Cabang Semarang, jenis penelitian observasional dengan metode survei dengan pendekatan cross sectional. Instrumen penelitian menggunakan kuesioner pada 45 orang responden yaitu pasien Poliklinik 24 Jam PT RSPS Cabang Semarang. Data primer maupun sekunder diolah dan dianalisa dengan cara kualitatitf serta kuantitatif dengan metode univariat dan bivariat, menggunakan uji rank spearment. Signifikansi ditentukan dengan nilai p < 0,05. Hasil penelitian menunjukkan bahwa faktor – faktor yang berhubungan dengan kebutuhan dan kesediaan pasien akan pelayanan rawat inap di Poliklinik 24 jam PT. RSPS Cabang Semarang adalah kemudahan memilih dokter sesuai keinginan (p value 0,001), kompetensi interpersonal perawat (p value 0,006), ketepatan hasil pemeriksaan laboratprium (p value 0,001) dan ketersediaan sarana prasarana (p value 0,001), sementara yang tidak berhubungan adalah budaya pemberdayaan (p value 0. Sehingga disarankan membuat kesepakatan antara dokter spesialis dan manajemen Poliklinik, membuat SOP, menata posisi perawat, melakukan monitoring dan evaluasi, penegakkan sistem reward, bekerja sama dengan laboratorium klinik swasta, mengadakan pelatihan, meningkatkan budaya ramah, sopan, perhatian dan sabar, melakukan rekruitmen tenaga medis dan paramedis, menambah jenis poliklinik spesialis, menambah peralatan medis dan non medis, melengkapi alat dan reagen di laboratorium klinik serta apabila dilihat dari karakteristik pasien, sudah saatnya Poliklinik berkembang menjadi rumah sakit. Polyclinic 24 hours at PT. RSPS Branch of Semarang is a center of outpatient health services belongs to Surabaya Port Hospital that will be developed as a center of inpatient health services on the same level with type C hospital. To develop the polyclinic as a hospital, which is needed by people in accordance with their characteristics, it needs to research necessity and willingness of patient to inpatient services at Polyclinic 24 hours at PT. RSPS Branch of Semarang. The aim of this research was to know the factors that influence necessity and willingness of patient to inpatient services at Polyclinic 24 hours at PT. RSPS Branch of Semarang. This was an observational research using survey method and cross sectional approach. Nurber of respondent was 45 persons who were patients of Polyclinic 24 hours at PT. RSPS Branch of Semarang. Data was analyzed by univariate, and bivariate method using Rank Spearman test and significant level on 0,05. Result of this research shows that the factors which have significant relationship with necessity and willingness of patient to inpatient services at Polyclinic 24 hours are easy to choose a doctor (p value = 0,001), interpersonal competency of a nurse (p value = 0,006), accuracy of a laboratory test (p value = 0,001), and availability of means (p value = 0,001). The factor, which does not have significant relationship, is an empowerment culture. It needs to make agreement between a specialist doctor and a polyclinic management, to make standard operating procedure, to arrange a position of a nurse, to monitor and to evaluate, to do a reward system, to cooperate with a private clinical laboratory, and to conduct training. Beside that, it needs to improve a friendly culture, to be polite, attentive and patient, to increase number of medical and non – medical tools, to complete an equipment and reagent at a clinical laboratory, and to change a polyclinic status to be a hospital.
