Model Penilaian Penerapan Produksi Bersih di Industri Tekstil (Studi Kasus PT Apac Inti Corpora & PT Primatexco Batang)

Abstract

ABSTRAK Limbah dan emisi merupakan non product output dari kegiatan industri tekstil. Khusus industri tekstil yang di dalam proses produksinya mempunyai unit Finishing-Pewarnaan (dyeing) mempunyai potensi sebagai penyebab pencemaran air dengan kandungan amoniak yang tinggi. Pihak industri pada umumnya masih melakukan upaya pengelolaan lingkungan dengan melakukan pengolahan limbah (treatment), dengan biaya yang tidak sedikit, meskipun pengolahan limbah belum menyelesaikan penanganan limbah industri tekstil. Produksi Bersih merupakan strategi baru yang inovatif dengan memanfaatkan teknologi ramah lingkungan dari hulu hingga hilir proses dalam menunjang pembangunan yang berkelanjutan. Sehingga dapat dihasilkan produk yang kompetitif. Penelitian ini bertujuan untuk mengetahui penilaian penerapan produksi bersih di industri tekstil. Model penilaian yang digunakan adalah model kuesioner. Yang terdiri dari dua model penilaian yaitu eko-efisiensi dan gap analisis untuk industri tekstil. Untuk mendukung penilaian dilakukan inventarisasi strategi produksi bersih yang terdiri dari 5R (rethink, reduce, reuse, recycle dan recovery) yang sudah diterapkan. Dari penilaian eko-efisiensi akan memunculkan hasil: tahap wacana dengan nilai 0 %-33%, tahap penerapan dengan nilai 34%-66%, serta tahap proaktif dengan nilai 67%-100%, sedangkan dari gap analisis akan memunculkan penilaian : 50%< (dapat diterima dengan perbaikan) <75%; 75%< (baik) < 90%; diatas 90% berkategori sangat baik Hasil penilaian dengan model penilaiaian eko-efisiensi untuk PT. Apac Inti Corpora dan PT. Primatexco adalah sebagai berikut 79,85% dan 70,18% untuk kedua industri berkategori pro-aktif, sedangkan dari penilaian gap analisis adalah sebagai berikut : PT.Apac Inti Corpora dengan nilai 82 % dan PT.Primatexco = 77% yang keduanya termasuk kategori baik. Strategi Produksi Bersih yang telah diterapkan untuk PT.Apac Inti Corpora sampai tahap 4R, PT.Primatexco sampai tahap 3R. Kinerja lingkungan untuk kedua pabrik yang berupa limbah cair dan emisi udara masih dibawah Baku Mutu yang ditetapkan. Especially in textile industry which has dyeing process in it operation, the textile industry can be also has potential in waste water pollution with high ammonia contain. Wet processing operations, including preparation, dyeing, and finishing, generate the majority of textile wastewater. End of pipe approach for waste treatment is still commonly used in textile industry, that spent high cost, although the industry has used waste treatment, the waste problem in textile industry still not overcome yet. The inovative strategy is Cleaner Production, with use environmental friendly technology from the initial process up to the downstream, including service and market in order to support sustainable development, it can be yield a competitive product. The aim of this study is we can know the assessment of Cleaner Production Implementation in textile industry. We are using two questionnair model that consist of two models, which are Eco-efifciency and Gap-Analisis for textile industry. To support that two models, we assess too about Cleaner Production approach that implemented, consist of 5R stand for rethink, reduce, reuse, recycle and recovery. From eco-eficiency model we get score, this model has three score range, i.e. 0% ─ 33 % is a coping stage, 34% ─ 66 % is informed stage and 37% ─ 100 % is proactive, while the Gap Analysis yielding a score too, the score can be place in three range, i.e. 50% < ( acceptable with improvement) < 75 %; 75% < (good conditions) < 90%; above 90 % is very good condition. The result of the assessment with eco-eficiency model are 79,85 for PT.Apac Inti Corpora and 70,18 % for PT.Primatexco, the two industries have proactive category, while from Gap Analysis the yielding score are 82% for PT.Apac Inti Corpora and 77% for PT.Primatexco, good condition category for those two industries. PT.Apac Inti Corpora can reach 4R stages while PT.Primatexco just impmented 3R stages. The waste water and air emission for those two industries are still fullfill the standard based from local government act. Key Word :Cleaner production, 5R, Eco-eficiency, Gap Analisis
