Abstract
Air bersih merupakan kebutuhan dasar bagi manusia sehingga menjadi hal yang wajar jika sektor air bersih mendapat prioritas dalam penanganan dan pemenuhannya. PDAM sebagai perusahaan daerah pengelola air bersih seharusnya mampu untuk memenuhi kebutuhan tersebut. Dengan sistem pengolahan dan sistem jaringan perpipaan yang ada, PDAM diharapkan mampu untuk memenuhi kebutuhan air bersih masyarakat baik secara kuantitas, kualitas dan kontinuitas. Tujuan penelitian ini untuk mengetahui kinerja jaringan distribusi, dilokasi yang dikelola oleh PDAM Banyumanik, tepatnya di Kelurahan Srondol Wetan, Perumnas Banyumanik dengan menganalisis kemampuan jaringan dalam memenuhi kebutuhan minimum pelanggan meliputi debit, tekanan, kontinuitas dan mengetahui kepuasan pelanggan terhadap kinerja PDAM. Metode yang digunakan adalah dengan menganalisa kinerja sistem distribusi terhadap keandalan (reliability), kelentingan (resiliency) dan kerawanan (vulnerability), dan kepuasan pelanggan dianalisa dengan penyebaran kuesioner terhadap pelanggan PDAM, sedangkan analisis tekanan dan kontinuitas dilakukan dengan pencatatan tekanan dan meter air dilapangan yang hasil pengukuran dibandingkan dengan analisa teoritis dan program Epanet sebagai kontrol. Berdasarkan survei yang dilakukan terhadap aspek kualitas fisik air (rasa, warna dan bau) lebih dari 40% warga menyatakan air yang diterima cukup layak, dari analisa terhadap pencatatan meteran air dapat diketahui bahwa sampai saat ini PDAM belum mampu untuk memenuhi kebutuhan pelanggan dimana tingkat keandalan hanya 32,99% (berdasarkan kebutuhan standar DPU 170 l/o/hari) dan 39,18% berdasarkan kebutuhan nyata, dan terjadi kejadian gagal 8,10 bulan dan 6,73bulan. Berdasarkan pencatatan tekanan air dilapangan, tekanan terendah 0,41m dan tertinggi 13,61m, dibandingkan program Epanet tekanan terendah 5,14m dan tertinggi 24,68 m. Untuk pengaliran air bersih masih dilakukan secara bergilir antara 1 sampai 2 hari sekali dan pada jam – jam tertentu disetiap hari Senin, Rabu, Jumat dan Minggu pada pagi hari untuk jalan Rasamala, setiap hari Rabu dan Jumat pada sore hari untuk Gaharu, setiap hari pada sore hari untuk pengaliran jalan Kruing, hal ini menjadi faktor penilaian pelanggan dimana 38 % dari pelanggan menyatakan tidak puas bahkan 40 % menyatakan sangat tidak memuaskan terhadap kinerja PDAM. Dari hasil penelitian ini bahwa kinerja jaringan distribusi dan pelayanan PDAM di Kelurahan Srondol Wetan belum memenuhi standar secara kuantitas dan kontinuitas. Water is one of the basic requirement for humanbeing. It makes water gets the first priority in handling and accomplishing in human activities. PDAM has a local company of water management should be able to supply its customer needs. By the existing management and network system, PDAM is expected to supply water needs to the customers well. Both in quantity and quality aspect of water and also for its continuity. This research is purposed to know the distribution network performance in the location managed by PDAM Banyumanik, especially in Srondol Wetan District – Perumnas Banyumanik. By analyzing, its network capability in fulfill the customer’s minimum need include debit, pressure and continuity, we know whether the customers satisfy or not with the PDAM Banyumanik performance. The research method used is by analyzing the distribution network performance to its reliability, resiliency and vulnerability. And customer satisfaction is analysed by spreading quessionnaire to the PDAM Banyumanik customers wich located in Srondol Wetan District–Perumnas Banyumanik. To analyse water pressure and continuity we recorded the pressure and water debit. And the measurement result is compared with the theory as Epanet program as the control. Based on the survey done which is conducted to water physical quality aspect (i.e. taste, color and smell), more than 40% customers state that the water they accepted is enough. On the contrary, from the analyzation to the record of water debit we can conclude that actually PDAM can’t able to meet the basic customers need, which is reliability level is only 32,99% (based on the standard requirements of DPU = 170 l/men/days) and 39,18% based on the real need. There is 9 months and 7 months for failure. Based on the recording of water pressure in the field, the lowest pressure is 0,41m and the highest is 13,61m. Compare to the Epanet program, the lowest pressure is 5,14m and the highest is 24,68m. The water is distributed once in 1 to 2 days and it is done in certain hours. Every morning of Monday, Wednesday, Friday and Sunday for Rasamala Street; Wednesday and Friday evening for Gaharu and every evening for Kruing. There is 38% customers state unsatisfied to PDAM performance and 40% customers state extremely unsatisfied to it. The result of this research is that the performance of distribution network and PDAM services in Srondol Wetan District doesn’t meet the quantity dan continuity standard distribution of water.
