PENGARUH PENGELUARAN PEMERINTAH, INVESTASI SWASTA DAN ANGKATAN KERJA TERHADAP PERTUMBUHAN EKONOMI TAHUN 1982-2003 (Studi Kasus di Kota Semarang)

Abstract

The economic growth is still the main purpose and curcial indicator in the success of regional economic development. Semarang as the capital province of central java has fluctuating economic growth. This condition is still lower compared with other big cities in java and it affects to people income per capita. The aims of this research is to figure out the progress of regional government expenditure of alocation and to examine its effect upon economic growth in Semarang. In examining the effect of government expenditure, the analysis is conducted together with related variables, such as private investment and labour force. In this study, the theory of regional economic growth is applied Solow- Swan which is based on Cobb Douglas production function with the consideration of its capability to show the relationship between the result of production and the combination of production factor that is used The data which used is the data of PDRB and the number of labour force issued by BPS of Semarang; the data of government expenditure (rutine and development) based on the calculation of regional budget of Semarang and the data of private investment from BKPM-PBA of Semarang since 1982-2003 (time series). The regression analysis which is used is Ordinary Least Square (OLS) and supporting software from SPSS 11.5. The result of the study shows that the variable of Government expenditure (rutine) and private investment are affect positively and significantly upon regional economic growth on α 10 % but the variable of Government expenditure (development) and labour force are affect positively but not significantly Finaly the role of regional government through governmnet expenditure which is able to stimulate the increasing variable of private investment and the opportunity of labour force which is expected to increase the regional economic activities in order to reach the economic growth and people income per capita Pertumbuhan ekonomi masih merupakan tujuan utama dan indikator penting keberhasilan pembangunan ekonomi daerah. Kota Semarang sebagai Ibu Kota Propinsi Jawa Tengah mempunyai tingkat pertumbuhan ekonomi yang berfluktuatif dan masih rendah dibandingkan kota-kota besar lainnya dijawa yang berakibat pada rendahnya pendapatan perkapita masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui perkembangan pengalokasian pengeluaran pemerintah daerah serta mengkaji pengaruhnya terhadap pertumbuhan ekonomi daerah di Kota Semarang. Dalam mengkaji pengaruh pengeluaran pemerintah analisis dilakukan bersama dengan variabel terkait lain yaitu Investasi Swasta dan Tenaga Kerja. Pada penelitian ini digunakan teori pertumbuhan ekonomi regional Solow-swan yang mendasarkan pada fungsi produksi Cobb Douglas dengan pertimbangan kemampuannya untuk menunjukkan hubungan perimbangan antara hasil produksi dan kombinasi faktor produksi yang digunakan. Data yang digunakan adalah Data PDRB perkapita dan jumlah angkatan kerja yang diterbitkan oleh BPS Kota Semarang; Data Pengeluaran pemerintah (rutin dan pembangunan) berdasarkan perhitungan APBD Kota Semarang serta data investasi swasta dari BKPM PBA Kota Semarang mulai tahun 1982-2003 (time series). Analisis regresi yang digunakan adalah OLS dengan bantuan perangkat lunak SPSS 11.5 Hasil Penelitian menunjukkan bahwa variabel pengeluaran pemerintah (rutin) dan investasi swasta berpengaruh postif dan signifikan terhadap pertumbuhan ekonomi daerah α 10 % akan tetapi variabel pengeluaran pemerintah (pembangunan) dan angkatan kerja berpengaruh postif namun tidak signifikan Pada akhirnya peran pemerintah daerah melalui pengeluaran pemerintah yang dapat merangsang peningkatan variabel investasi swasta dan penyerapan angkatan kerja diharapkan mampu meningkatkan kegiatan ekonomi daerah guna tercapainya pertumbuhan ekonomi dan peningkatan pendapatan perkapita masyarakat.
