Abstract

Water supplies to consumer, it capacity always changes, it depends on the need. By changes the consumer's- need of water will give an influence to the pump operation. In Sangkali reservoir, there are 3 pumps use to distribute fresh water Soreang consumer. Sometime in uses only one pump but at the order it need two pumps, it depend on the situation. Because of high cost of minimum rate, especially for reactive power (kVArh), so some body has to use a set of Capacitor Bank to setdown the operational cost. The source of plained water for Soreang came from Cisangkuy River, that has water debit 2,500 litere per second, 7 Km from Soreang , the location is in Desa Nagrak The elevation is 744 m and power intake 40 litere per second that will supplies to Banjaran 20 litere per second and to Soreang 20 litere per second flow down to Soreang reservoir as much as (300 m3) and distributed to Sangkali reservoir as much as (300 m3) by elevation 717 m has three distributors pump to distributes fresh water to Soreang City. After used a set of Capacitor Bank, the reactive power Q (kVArh) can be cut down from 19,618.63 kVArh per month to 2,651.93 kVArh per month. So the cost of pump operation is only Rp. 19,243,778. The average of fresh water demand per day as much as 1,7151n3, so maximum day demand as much as 1,945 m3 that occure at September 28, and the peak hour as much as 120- m3/11 at & o'clock, August 15 (period- July 2003 until September 2003). By using an asumption that we need Rp. 12,694,984.95 for supporting 1,009 costomerrs (SR), it means Rp. 12,582 per costomer. So from cutting down the operation cost" as big as " Rp. 19,243,778 can be used to raise the new costomer Rp. 19,243,778 / Rp. 12,582 = 1,529 new costomer. The raised costomers as much as 1,529 can be distribute to the Soreang and or Katapang Regency that has village are Cingcin 667 SR, Parting Serab 515 SR, and Sekar Wangi 347 SR. Pendistribusian air ke pelanggan, debitnya berubah-ubah bergantung pada keperluannya. Dengan benibah-ubahnya keperluan air oleh pelanggan maka pengoperasian pompa pun berubah-ubah juga Di Reservoir Sangkali terdapat 3 buah pompa, untuk pendistribusian air bersih yang dioperasikan 1 buah pompa atau 2 buah bergantung keperluannya. Karena tarif dasar listrik (TDL) terutama biaya- daya reatif Q (kVArh) yang mahal, maka untuk menurunkan biaya operasional pompa dipasang Capacitor Bank. Sumber air baku PDAM Soreang berasal dari Sungai Cisangkuy dengan debit 2.500 1/clet, lokasi- intake 7 km dari Kota Soreang yaitu Desa- Nagrak dengan elevasi + 744 m dpl, dari intake dipompa (40 1/det) ke WTP Banjaran 20 l/det dan ke WTP Soreang 20 1/det inasuk ke reservoir Soreang (300 m3) dan ditransmisikan ke reservoir Sangkali (300 m3) dengan elevasi +717 in dpi; di reservoir Sangkali terdapat 3 buah pompa untuk mendistribusikan air bersih ke Kota Soreang. Setelah dipasang Capacitor Bank, daya reaktif Q (kVArh) terpakai yang asalnya 19.618,63 kVArh / bulan menjadi 2.651,93 kVArh/ bulan. Penghematan biaya operasional pompa yang harus dibayar ke PLN per bulan adalah sebesar Rp 19.243.778. Kebutuhan air bersih hari rata-rata sebanyak 1.715 m3 /hari, sementara kebutuhan air bersih hari maksimum sebesar 1945 m3 yang tedadi pada tanggal 28 September, dan kebutuhan air bersih jam puncak adalah sebesar 120 m3 /jam pada tanggal 15 Agustus jam 06:00 (periode Bulan Juli 2003 sampai dengan Bulan September 2003). Dengan asurnsi Rp 12.694.984,95 untuk melayani 1009 SR, maka biaya operasional Rp 12.582 / SR. Jadi dari penghematan biaya operasional Rp 19.243.778, maka dapat meningkatkan pelayanan sebanyak : Rp 19.243.778 / Rp 12.582/SR = 1.529 SR. Peningkatan pelayanan sebanyak 1.529- SR ini dapat didistribusikan- ke Kec. Soreang, atau ke Kec. Katapang yang belum mendapat pelayanan air bersih , yaitu ke Desa Cingcin 667 SR, Desa Parting Serab 515 SR, dan Desa Sekarwangi 347 SR.
