PENGEMBANGAN SISTEM INFORMASI PEMANTAUAN SUPLEMENTASI TABLET BESI IBU HAMIL BERBASIS SISTEM INFORMASI GEOGRAFIS (SIG) (STUDI DI DINAS KESEHATAN KABUPATEN BREBES) DEVELOPMENT OF MONITORING SYSTEM OF FE TABLET SUPPLEMENT FOR THE PREGNANT WOMAN BASED ON GEOGRAPHICAL INFORMATION SYSTEM (GIS) (Study at the District Health Office of Brebes)

Abstract

A main task of Section of Founding Society's Nutrient at the District Health Office of Brebes is to plan, to conduct, to develop a program of improving society's nutrient and coping with a nutrient problem. Anemia because of Fe deficiency on the pregnant woman is one of the nutrient problems in District of Brebes. One of activities to cope with anemia problem because of Fe deficiency on the pregnant woman in District of Brebes is the monitoring of Fe tablet supplement for the pregnant woman. Nowadays, Information system of monitoring Fe tablet supplement for the pregnant woman still has the problems as follows : accessibility is quite difficult to get, completeness of information is not available, and relevancy has not already based on a computer. The aim of research was to develop an information system of Fe tablet supplement for the pregnant woman based on Geographical Information System (GIS) at the District Health Office of Brebes. This research had two steps. First step was a qualitative research that was used to explain an information system of Fe tablet supplement for the pregnant woman and to plan an information system that used seven methodology steps of FAST development (Framework for the Application of System Techniques). Second step was a quantitative research using pre-experimental one group posttest only/the one shot case study design. In this design, the treatment that had been done was measured and observed (posttest). Data of observation was analyzed by a descriptive method using a considered average. Subjects were the Head of the District Health Office of Brebes, the Head of Sub-Department of the Public Health Empowerment, the Head of Section, and the Staffs of Section of Founding Society's Nutrient. Information system of Fe tablet supplement for the pregnant woman has overall considered average equal to 4,05. It means that the user generally has approved it. The considered average for accessibility, completeness of information, relevancy, and speed is equal to 4, for ease is equal to 4,25, and for management of data basis is equal to 4,08. It means that accessibility, completeness of information, relevancy, speed, ease, and management of data basis for an information system that has been developed, is approved by respondent and has a good value. Tugas pokok Seksi Pembinaan Gizi Masyarakat Dinas Kesehatan Kabupaten Brebes adalah merencanakan, melaksanakan dan mengembangkan program tentang peningkatan gizi masyarakat dan menanggulangi masalah gizi. Anemia gizi besi ibu hamil merupakan salah satu masalah gizi utama di Kabupaten Brebes. Salah satu kegiatan untuk menanggulangi masalah anemia gizi besi ibu hamil di Kabupaten Brebes adalah pemantauan suplementasi tablet besi ibu hamil. Sistem informasi pemantauan suplementasi tablet besi ibu hamil yang berjalan saat ini mempunyai masalah-masalah antara lain mengenai aksesibilitas yaitu informasi indikator untuk penanggulangan anemia gizi besi ibu hamil sulit diperoleh, kelengkapan informasi yaitu laporan rutin untuk setiap periode kegiatan pemantauan suplementasi tablet besi ibu hamil belum dapat tersedia, relevansi yaitu dalam hal bentuk penyajian informasi belum sesuai kebutuhan level manajemen seperti penyajian grafik atau pemetaan untuk memantau/evaluasi pencapaian target cakupan kegiatan penanggulangan anemia gizi besi tiap kecamatan serta belum ada manajemen basis data berbasis komputer untuk memudahkan dan mempercepat mengakses data dan informasi. Tujuan penelitian ini adalah mengembangkan sistem informasi pemantauan suplementasi tablet besi ibu hamil berbasis sistem informasi geografis (SIG) di Dinas Kesehatan Kabupaten Brebes. Penelitian ini dilakukan dalam dua tahap. Tahap pertama penelitian kualitatif digunakan untuk menjelaskan mengenai sistem informasi pemantauan suplementasi tablet besi ibu hamil dan perancangan sistem informasinya yang menggunakan 7 tahap metodologi pengembangan FAST (Framework for the Application of System Techniques). Tahap kedua adalah penelitian kuantitatif dengan rancangan penelitian pre-eksperimental one group post test only/the one short case study. Dalam rancangan ini perlakuan/intervensi yang telah dilakukan kemudian diukur dan diobservasi (post test). Data basil observasi (uji coba kualitas informasi), dianalisis deskriptif dengan penghitungan Rata-Rata Tertimbang (RRT). Subyek penelitian ini adalah Kepala Dinas Kesehatan Kabupaten Brebes, Kepala Sub Dinas Pemberdayaan Kesehatan Masyarakat, Kepala Seksi dan staff Seksi Pembinaan Gizi Masyarakat. Sistem informasi pemantauan suplementasi tablet besi ibu hamil nilai Rata-Rata Tertimbang keseluruhan = 4,05, hal ini berarti secara umum disetujui dan dinilai balk oleh pengguna. Nilai Rata-Rata Tertimbang (RRT) aksesibilitas, kelengkapan informasi, relevansi, kecepatan = 4 dan nilai Rata-Rata Tertimbang (RRT) kemudahan dan manajemen basis data = 4,25 dan 4,08. Hal ini berarti aksesibilitas, kelengkapan informasi, relevansi, kecepatan, kemudahan dan manajemen basis data sistem informasi yang dikembangkan disetujui dan dinilai balk oleh responden.
