KEBIJAKSANAAN PEMERINTAH DAERAH KABUPATEN BATANG DALAM PE1VLBERDAYAAN EKONOMI PEREMPUAN SEBAGAI PER'WUJUDAN EKONOMI KERAKYATAN (Studi Kelompok Wanita Tani Desa Ngaliyan Kecamatan Limpung Kabupaten Batang)

Abstract

The democratic economic system is an economic system that is submitted by Indonesian country in order to realize the social justice of all Indonesian citizens. Since the Law No. 32/2004, which is about The Local Government, has been established, the local government has had the right of discovering the local resources. Therefore, the development of economic potential with the democracy economic system has become the local government's right. KWT is an organisation of women's economic empowerment that concerns about emping industry in village Ngaliyan, Lirnpung-Batang. KWT was formed by The Agricultural Service of Batang Regency in the framework of Diversification of Foods and Nutritions. This research discusses the Batang Local Government's Policy of Women's Economic Empowerment of 1112. Democracy Economy (The Study of Kelompok Wanita Tani Village Ngaliyan-Limpung¬Batang). This research is a descriptive analytical research and socio-prescriptive economy, with socio-legal research. This research is supported by primary and secondary data with interview and participatory observation technic, The validity of data is done by the triangulation technic and qualitative analysis. According to the research, it has been found that there has been an fluctuative activities of KWT during the periods 1995-2005, because of several factors, those are : the lack of awareness of KWT members about the importance of KWT, the lack of education and the lack of control and assistance that is done by government. Agricultural Service, Cooperation and Small and Middle Businessman Office of Batang Regency are the local governments who have the power and are responsible for the perpetuity and existancy of KWT. The programs in the framework of KWT empowerment have been made even though those have not been applied yet or even those were wrong target. So that, the output which was resulted was not optimal. The government policy which is made cross-sectoral between Agriculture Service and Cooperation and Small and Middle Businessman Office of Batang Regency, is a model of the political system, where the policy making is based on the concept and response from the political situation to the social, political and economic strengths. Thus, the government policy is considered as an output of the political system. The prospect of women empowerment within an organisation of KWT in the fixture will support:the existance of the democracy economy. However, the government's policy must be formulated clearer, in order and is not overlapping with the political interests. Furthermore, Ngaliyan village will be planned as an agropolitan city in the terms of =ping industry. Sistem ekonomi kerakyatan merupakan wujud demolcrasi ekonomi yang saat ini dianut Indonesia untuk mewujudkan keadilan sosial bagi seluruh rakyat Indonesia. Sejak diundangkannya Undang-Undang No. 32 Tahun 2004 tentang Pemerintah Daerah, kewenangan dalam menggali sumber daya daerah berada di tangan daerah. Oleh karena itu, pengembangkan potensi ekonomi dengan sistem ekonomi kerakyatan pun menjadi kewenangan daerah. Kelompok Wanita Tani adalah suatu organisasi pemberdayaan ekonomi perempuan yang bergerak di bidang kerajinan emping, yang terletak di Desa Ngaliyan, Kecamatan Limpung, Kabupaten Batang. KWT dibentuk oleh Dinas Pertanian Kabupaten Batang dalam rangka Diversifikasi Gizi dan Pangan. Penelitian ini membahas tentang Kebijaksanaan Pemerintah Daerah Kabupaten Batang dalam Pemberdayaan Ekonomi Perempuan sebagai Perwujudan Ekonomi Kerakyatan (Studi KWT Desa Ngaliyan Kecamatan Limpung Kabupaten Batang) Penelitian ini adalah penelitian deskriptif analitis dan preskriptif sosial ekonomi, dengan spesifikasi yuridis normatif dan yuridis sosiologis. Pendlitian ini didukung oleh data primer dan data sekunder dengan teknik wawancara dan observasi partisipan. Validitas data dilakukan dengan teknik triangulasi dan dianalisis secara kualitatif. Berdasarkan basil penelitian ditemukan bahwa kegiatan ".1(WT selama kurun waktu 1995-2005 terdapat kepasangsurutan karena banyak faktor, yaitu kurangnya -keSadaran anggota KWT aka;r -pentilloya KWT, iendalnwa tingkat pendidikan dan kurangnya pengawasan serta pendampingan yang dilakukan oleh pemerintah. Dinas Pertanian dan Kantor Koperasi dan PKM Kabupaten Batang adalah pemerintah daerah yang berwenang dan bertanggungjawab atas kelangsungan dan eksistensi KWT. Program-program dalam rangka pemberdayaan KWT telah dicanangkan, akan tetapi belum dapat terealisir atau bahkan salah sasaran, sehingga output yang dihasilkan tidak optimal. Kebijaksanaan pemerintah yang dibuat lintas sektoral antara Dinas Pertanian dan Kantor Koperasi dan PKM Kabupaten Batang merupakan model sistem politik, di mana pembuatan kebijaksanaan didasarkan pada konsep dan respon dan situasi politik terhadap kekuatan-kekuatan sosial, politik clan ekonomi. Jadi, kebijaksanaan pemerintah dipandang sebagai output' dan sistem politik. Prospek pemberdayaan perempuan dalam wadah KWT ini pada masa yang akan datang akan mendukung terciptanya ekonomi kerakyatan. Akan tetapi, haruslah dirmuskan kebijaksanaan pemerintah yang lebih jelas, terarah, dan tidak tumpang tindih dengan kepentingan-kepentingan yang bersifat politis. Terlebih lagi, Desa Ngaliyan akan direncanakan menjadi Agropolitan dalam bidang emping.
