Abstract

Tbe moving of some parts of UNDIP Campus from Pleburan to Tembalang has resulted in the increase of traffic and the activity on the pedestrien ways and its surroundings. The moving activity of public vehicle transportation mode at the intersection of Jalan Setiabudi and Jalan Ngesrep Timur V and vice versa is very increasing congested with pedestrians like pupils, students, officers and public especially at the departure time (in the morning) and after school or working (in the afternoon). The use of pedestrian ways for street vendors and vehicle parking, especially ner UNDIP gate has led to the decrease of comfort and safety for pedestrians. This research studies the comfort and safety function of pedestrians along the pedestrian ways of Jalan Ngesrep Timur V Semarang. To do the research, people mapping and place mapping (street equipment property) methods are used. This methods devides 3(three) observation times on the object, those are morning, noon, and afternoon, and jalan Ngesrep Timur V (1,5 kilometers long) is devided into 3 (three) segments based on the assumption of having the same characteristics. The result shows that each segment has considerable difference of comfort and safety as follows: Segment 1 : From UNDIP gate to intersection of SBI (Srondol Bumi Indah) Housing Complex (300 meters long) the traffic is the most crowded part at a departure time (morning) and after working or after school time (noon or afternoon). Segment 2 : From the intersection of SBI (Srondol Bumi Indah) Housing Complex to the toll bridge (900 meters long) which the traffic is relatively mild in the morning and in the noon, but it is crowded in late afternoon and in the evening when there are many street vendors selling their food. Segment 3 : From the toll bridge to Jalan Prof Soedarto, SH. (300 meters long) the traffic is crowded all the time, in the morning, in the afternoon and in the evening. Besides, along the street there are a lot of stores and services for students. Bersamaan pindahnya sebagian kegiatan kampus UNDIP di kawasan Tembalang membawa konsekuensi peningkatan arus lalulintas dan kegiatan di jalur jalan dan lingkungan kawasan sekitarnya.Demikian pula alctivitas perpindahan moda transportasi kendaraan umum di persim- pangan jalur jalan Setiabudi dengan jalan Ngesrep Timur V dan sebaliknya oleh para pedestrian, seperti: pelajar, mahasiswa, karyawan kantor dan masyarakat umum sangat terasa meningkat pada jam-jam beranglcat (pagi hari) dan pulang (siang dan sore hari). Pedestrian cukup terganggu oleh penggunaan jalur trotoar yang digunalcan untuk kegiatan P1CL dan parkir kendaraan, terutama pada kawasan gerbang UNDIP, hal ini berakibat berkurangnya fungsi kenyamanan (comfortable) dan keamanan (safety) sirkulasi para pedestrian (pejalan kaki) di jalur trotoar di sepanjang penggal jalan Ngesrep Timur V. Penelitian ini menggunakan metode pemetaan manusia (pelaku/ pemakai) dan pemetaan tempat (kelengkapan properti perabot jalan), dengan membagi 3(tiga) waktu pengamatan di lapangan pada pagi, siang dan sore hari, serta membagi jalur penggal jalan Ngesrep Timur V (sepanjang 1,5 km) menjadi 3(tiga) segmen yang di dasarkan pada asumsi kesamaan karalcteristik (cirikhas) yang khusus dari masing-masing segmen. Pada kesimpulannya, dari masing-masing segmen memperlihatkan adanya perbetiaan yang cukup mencolok, seperti berikut ini: Segmen- I : panjang jalur 300 meter, dari bangunan gerbang UND1P sampai persimpangan Permnahan Srondol Bumi Indah (SB1), merupalcan jalur teramai pada jam berangkat (pagi had) dan pulang kerja, kuliah, sekolah (siang dan sore hari). Segmen-2: panjang jalur 900 meter, dari persimpangan SB1 sampai bawah jembatan jalan Tol, merupakan daerah perkantoran, arus lalu-lintas relatif sedang pada pagi dan siang hari, dan mulai ramai pada sore dan malam hari dengan menjamurnya tenda-tenda penjual makanan. Segmen-3: panjang jalur 300 meter, dari bawah jembatan jalan Tol sampai awal .11. Prof. Sudarto, SH., daerah cukup padat hunian, pertokoan, perdagangan jasa untulc kebutuhan mahasiswa, dengan situasi lalu-lintas cukup ramai (pagi, siang, sore, dan malam hari).
