Teacher as an educator, learner and school organization member has speciffic in school management. So, the main focus in this observation are to learn, know and estimate how far proccess and intensity of teacher's participation, and how big teacher's appreciation factors toward the organization area, included headmaster's leadership in order to contribute teacher participation attitude in school management. Based on the aim mentioned, the approachment or observation concept uses quantity observe. This proccess is specially used to quantify the data of quantity and to find out the teacher's participation indicator, included its relation each variables which are observed. Observation samples consist of school dan teacher's respondent samples, and use Likert's scale instrument to search the main data. Then, to find out the relation level each variables and hypothetical test used simple linear regression and multiple regression analysis technique. Observation had been held on Semarang states high schools by choosing 7 states high school as samples, they are SMU Negeri 2, SMU Negeri 5, SMU Negeri 6, SMU Negeri 7, SMU Negeri 13, SMU Negeri 14 and SMU Negeri 16 with 145 teachers as samples. Theoriticly, management in the specific context gain individual actions of the organization member in order to make decision. Act and participate in managerial decision, according to Davis, identified into three low participation characteristics or consultative managerial type, and high participation. Meanwhile, according to Robbins' theory, individual perception and behaviour of the organization member influent behaviour choices as their perception and attitude. Hypothetical test of the observation data analysis is the result that there is significant relation between teacher's appreciation toward professional educator, teacher's attitude toward their work environment and teacher's perception toward headmaster's leadership with the intensity of teacher's participation in school management. By the estimation is also known that the intensity of the Semarang high teacher's participation shows high level. The participation related to the three variables which are observed by giving 86, 31 percent of efective contribution.
