Abstract
Act no. 22/1999 of the Reg onal Government and Act no. 25/1999 of the Central and Regional Finance Balancing are the bases of the democratic organization in the regional government system. It is caused by regional government received wide autonomy and that of responsible to handle general activities of the government and soc al services. Implementation of the regional autonomy started effectively on January 1, 2001 emerge such problems as low competence in human resource, unstructured regional organization suitable to the regional need and competence, and low capacity in the regional finance. Aim of the research is firstly to know whether there is significance influence among efficient use of the employees, organizational structure, and financial capacity to the effectiveness of the implementation or regional autonomy. Secondly, it is to know whether there is distinct differentiation between the regional employee job units in relation to the effectiveness level of the implementation of regional autonomy. This research applies analysis of product moment correlation and analysis of Kruskal Wallis anova variant. The result shows that : 1. There is a significance influence netween the variables-efficient use of the employees, organizational structure, and financial capacity-to the effectiveness of the implementation of the regional autonomy. 2. There is not a direct influence between variables-the regional financial capacity and the effectiveness of the implementation of regional autonomy. 2. There is not a direct influence between variables-the regional financial capacity and the effectiveness of the implementation of regional autonomy. 3. There is a distinct difference between the regional employee job units in relation to the effective level of the implementation of regional autonomy. Results of the research shows that the variable-efficient use of the employee-has the highest influence to the implementation of regional autonomy compare with the variable organizational structure and financial capacity. It shows that human factor decides the capability of an aorganization. On the other hand, organinr job unit (regional departement) has the most dominant role in relation to the implementation of regional autonomy compare with the role of staff and supporting elements.
