Abstract

Although agriculture has a strategic position in the national and regional economy, many government policies are still not conducive for the development of this sector, proved by the fact agriculture is still facing various both internal and external problems. Forestry and plantation as agriculture sub sectors are having the same problems. It is hoped that strategic management principles are among the right ways to manage and develop the existing resources and potencies.This research is intended to analyze development strategy of forestry and plantation sub-sector related to the implementation of local autonomy policy in Rembang Regency. It is aimed at getting clear description on the potency, resources, opportunities, challenges and barriers in fmding the right development strategy. This research employed descriptive qualitative method by applying strategic management in describing strategic issues intensively, deeply, and comprehensively. The right strategic development is developed by using SWOT matrix analysis. After data analysis it is found that there are eight alternatives of development strategies for forestry and plantation sub-sector in Rembang Regency, namely: the enhancement of production and productivity, the development of agri-business area, the enhancement of production yield's quality, the development of appropriate technology implementation;-the development of partnership pattern, the enhancement of Field Agriculture Agent's role, the enhancement of coordination, and the enhancement of development fund usage efficiency.
