STUDI IMPLEMENTASI PROYEK PENANGGULANGAN KEMISKINAN DI PERKOTMN (STUDI KASUS DI KELURAHAN TLOGOMULVO KECAMATAN PEDURUNGAN KOTA SEMARANG)

Abstract

The aim of the research is to know how big is the relation between project requirement harmony (Xl) and the ability of organisation doer (X2), the harmony of the facility aspiration delivering (X3) and the process of decision taking (X4) , and the harmony of project result (X5) and the need of objective group (X6) with implementation of working power (Y). The result of the research shows that the less of working power of implementation the project of poverty overcoming in city (P2ICP) in Tlogomulyo district, Pedurungan, Semarang is caused by the less harmony of project reqruitment and the ability of working doer, the less harmony of aspiration delivering facility and the process of decision taking, and the less harmony of project and the needs of objective group. Independent variable considering having positif and signifikan relationship with implementing working power is project result (X5) and the harmony less betwen the project result (X5) and the needs of objective group (X6). Tujuan dari penelitian ini yaitu untuk mengetahui seberapa besar hubungan antara kesesuaian persyaratan proyek (Xl) dan kemampuan organisasi pelaksana (X2), kesesuaian sarana penyaluran aspirasi (X3) dan proses pengambilan keputusan (X4), serta kesesuaian hasil proyek (X5) dan kebutuhan kelompok sasaran (X6) dengan daya kerja implementasi (Y). Hasil penelitian menunjukan bahwa kurang tingginya daya kerja implementasi Proyek Penanggulangan Kemiskinan di Perkotaan (P2KP) di Kelurahan Tlogomulyo, Kecamatan Pedurungan, Kota Semarang disebabkan oleh kurang sesuainya persyaratan proyek dan kemampuan organisasi pelaksana, kurang sesuainya sarana penyaluran aspirasi dan proses pengambilan keputusan, dan kurang sesuainya hasil proyek dan kebutuhan kelompok sasaran. Variabel independen yang dianggap mempunyai hubungan yang paling positif dan signifikan dengan daya kerja implementasi adalah hasil proyek (X5) dan kesesuaian antara hasil proyek (X5) dan kebutuhan kelompok sasaran (X6) .
