Analisis Penentuan Tarif Klas Wip Dan Vip Ruang Pavilliun Wijaya Kusuma, Studi Kasus Di BPRSUD Kota Salatiga Tahun 2004 (Determination Analysis of The Tariff of WIP Class and VIP Class in Wijaya Kusuma Pavilion Room, Case Study at The District Hospital of Salatiga Year 2004)

Abstract

The District Hospital of Salatiga is the type C hospital and belongs to the District Government of Salatiga. In 2004, the Wijaya Kusuma Pavilion was built and was used as inpatient room for VVIP class and VIP class. A number of rooms for VVIP class are 14 rooms and for VIP class are 45 rooms. The goal was to fulfill opportunity of market requiring a hospital, wich is more representative and to realize balance between a social function and an economic function until crossed subsidy principle really formed. The aim of this research was to analyze a cost,which would be used to determine a tariff of VVIP class and VIP class and to analyze the stakeholder which would be used to know whether the tariff appropriate with the given services. This was a case study, which was done to identify the supporter and the barrier factors at inpatient services for VVIP class and VIP class in Wijaya Kusuma Pavilion room. Data of a cot analysis for the services, which have not been done, are gotten by estimation using the Real Cost method and agreeing with the guideline of inpatient services in 2003 during one year. Cost analysis has been already done in two versions. First version, the comprehensive cost analysis gets the estimation Cost Unit for VVIP class is Rp 538.043,61 and for VIP class is Rp 492.388,07. Second version, the estimation Cost Unit without a salary and an investment for VVIP class is Rp145.500,10 and for VIP class is Rp 132.427,64. The tariff of WIP class is Rp 240.000 and the tariff of VIP class is Rp 180.000. Break even point would be happened if BOR could reach 32% for VVIP class and 42% for VIP class in which the estimation Cost Unit without a salary and an investment. This tariff must be accompanied by prime services and smile. This cost analysis could be used as the advocating material for the stakeholders specifically for Legislative and Executive in the context of the hospital cost adjustment in order to realize the prime services. The District Hospital of Salatiga should implement the tariff in which it needs one year again to do the Real Cost.lt needs to do the research about the work performance of human resources in WIP and VIP class and the research of ATP and VVTP from the people who would use these services. Badan Pengelolaan Rumah Sakit Umum Daerah Kota Salatiga merupakan Rumah Sakit tipe C milik Pemerintah Daerah. Pada tahun 2004 telah selesai dibangun gedung Pavilliuin Wijaya Kusuma yang akan dimanfaatkan sebagai ruang rawat inap klas WIP sebanyak 14 kamar dan VIP sebanyak 45 kamar.Tujuannya adalah untuk memenuhi peluang pasar yang membutuhkan rumah sakit yang lebih representatif serta mewujudkan keseimbangan antara fungsi sosial dan ekonomi, hingga prinsip subsidi silang dapat betul-betul terwujud. Tujuan penelitian ini untuk melakukan analisis biaya guna menentukan tarif di klas VVIP dan VIP, kemudian melakukan analisis stakeholder untuk mengetahui apakah tarif tersebut sesuai dengan layanan yang ada. Penelitian ini adalah suatu studi kasus yang bersifat deskriptif kuantitatif didukung data kalitatif dengan wawancara mendalam, untuk mengidentifikasi faktor-faktor pendukung dan penghambat operasionalnya Layanan Rawat inap WIP dan VIP Pavilliun Wijaya Kusuma. Dad hasil analisis dengan metode Real Cost pada layanan yang belum operasional maka data diperoleh secara estimasi dengan berpedoman layanan rawat inap tahun 2003 selama 1 tahun. Telah dilakukan dua versi perhitungan analisis biaya secara lengkap dengan hasil Unit Cost Estimasi Rp 538.043,61 untuk WlPdan Rp 492.388,07 untuk VIP.Sedang bila tanpa gaji dan investasi, maka Unit Cost Estimasinya Rp 145.500,10 untuk WIP dan Rp 132.427,64 untuk VIP.Dengan berbagai pertimbangan diusulkan penentuan tarif untk klas WIP sebesar Rp 240.000,- dan VIP sebesar Rp 180.000. Break even point akan terjadi bila BOR mencapai 32% untuk WIP dan 42% untuk VIP dengan ketentuan analisisnya tanpa perhitungan gaji dan investasi karena rumah sakit ini milik pemerintah dimana gaji dan investasi merupakan subsidi dari pemerintah.Pemberlakuan tarif ini harus disertai dengan layanan prima serta senyum. Analisis biaya ini dapat digunakan sebagai bahan advokasi ke stakeholder khususnya DPRD dan Pemda tentang penyesuaian pembiayaan rumah sakit agar terwujud pelayanan prima. Sarannya adalah diterapkannya usulan tarif ini,dimana 1 tahun lagi perlu dilakukan analisis biaya secara Real Cost,perlunya dilakukan penelitian yang menyangkut upaya kinerja sumber daya manusia di layanan WIP dan VIP, Penelitian ATP dan WTP dari mayarakat talon pengguna layanan ini
