IMPLEMENTASI PROGRAM PENANGGULANGAN KE,MISKINAN PERKOTAAN (P2KP) DI DESA CEPIRING KECAMATAN CEPIRING KABUPATEN KENDAL

Abstract

Doing evaluation by conducting research on public policy is essential for the development of government's role as a public agent. Based on the result of the research the government can make revision and betterment of the policy. Urban Cooperatives Development Project (P2KP) is a public policy arranged to anticipate the effects of monetary arid economic crises in Indonesia. Through this project the government aimed at helping the crisis victims to increase their earnings. Cepiring village, Cepiring sub-district, Kendal regency is one among P2KP terget locations. Therefore it is elected as location of this research, which used survey method with 60 respondents who werw purposively selected out of 46 Community's Self-Reliant Groups (KSIVI) as P2KP participants. Result of this research shows that P2KP implementation in Cepiring village was 80 % effective. Data analysis using Rank-Kendall statistical formula shows that socio economic, leadership and communication influence the effectivity of P2KP implementation. It is suggested that selection of program participants should be accurate. Therefore the government's program or policy can be effective. This research also proves C. Korten's theory that a development program will be successful if this program is suited with the interest, capability and needs of the program participants.
