Abstract
The health department regional office of Central Java and the heaith department of Central Javas government had been merged to be the provincial health office of Central Java since implementation of the law of area autonomy, no 22 year 1999 jo law no 32 year 2004. Decree of Central Javas Gonernor no 27 year 2002 in seventh section explained that administration department at provincial health office had main tasks to prepare a material of program plan, to report an administration, to conduct and to serve general affair, officialdom, finances, public relation, library,law, organization and management, household, and equipment. Aim of this research was to know the influence of work burden, motivation, and capability to the work performance of the administration officer at the administration department at provincial health office of Central Java. This was a descriptive-explorative research, which was done to describe condition of the administration officers based on in the following criteria : motivation, capability, work burden, and work performance in doing their task in accordance with a main task of institution. Statistical analysis used simple linear-regression and multiple linier-regression. Result of this research shows that capability has a relationship with work performance p < 0,656. Motivation and work burden have a relationship vvith work performance p < 0, 669. A conclusion is variables that simultaneously have significant relationship with work performance of the administration officer at the administration department at provincial health office of Central Java are capability, motivation, and work burden. Finally, it needs to socialize work burden and motivation, to give reward and incentive, and to refresh. The administration officer should follow in the following cources : administration, archival matters, management, computer, English language, and protocol. Work performance should be evaluated by serious monitoring. Sejak penerapan Undang-undang no 22 tahun 1999 jo Undang-undang no 32 tahun 2004 tentang Otonomi daerah maka mulai bulan Juli ada dua instansi yang bergabung yaitu Kanwil Depkes Propinsi Jawa Tengah dengan Dinkes Pemba Tk I Prop Jateng menjadi Dinkes Prop Jateng. Dan sesuai dengan Surat Keputusan Gubernur Jateng nomor 27 tahun 2002 tentang penjabaran Tupoksi serta tata Kerja Dinkes Prop Jateng Bagian TU Dinkes Prop Jateng Pasal 7 menyebutkan bagian TU mempunyai tugas pokok menyiapkan bahan rencana program, pelaporan bidang ketatausahaan, pelaksanaan dan pelayanan , administrasi umum, keoegawaian dan keuangan serta pelaksanaan dan pelayanan urusan Humas, perpustakaan,Hukum , organisasi dan tatalaksana, rumah tangga dan perlengkapan dilingkungan dinas. Tujuan dad penelitian ini adalah untuk mengetahui pengaruh beban kerja, motivasi dan kemampuan terhadap kinerja pegawai administrasi pada bagian Tata Usaha Dinas Kesehatan Propinsi Jawa Tengah Penelitian ini bersifat deskriptif eksploratif yang bertujuan menggambarkan keadaan pegawai administrasi yang meliputi motivasi kemampuan beban kerja serta kinerjanya pegawai dalam melaksanakan tugas berdasarkan tupoksinya masing-masing yang dikerjakan oleh pegawai administrasi yang ada di Bagian Tata Usaha Dinas Kesehatan Propinsi Jawa Tengah.Dalam penelitian ini metode yang digunakan adalah analisis regresi linier sederhana dan analisis regresi linier berganda. Hasil penelitian ini menunjukkan : 1. Variabel kemampuan mempunyai hubungan terhadap kinerja p < 0,656, 2 Variabel motivasi mempunyai hubungan yang terhadap kinerja p < 0,669, 3 Variabelbeban kerja mempunyai hubungan yang terhadap kinerJa p < 0, 669 , dapat disimpulkan bahwa variabel yang secara simultan behubungan dengan kinerja pegawai administasi di Bagian Tata Usaha Dinas Kesehatan Propinsi Jawa Tengah adalah kemampuan, motivasi dan beban kerja.Saran : perlu sosialisasi beban kerja, kemampuan perlu kursus administrasi, kearsipan, bahasa Inggris, manajemen, protokol, motivasi perlu ada rangsangan berupa reward / penghargaan, insentif, refresing, kinerja perlu ada evaluasi dan pengawasan melekat.
