Abstract

The research was conducted to develop the information system on iodined salt monitoring to support the plan of increasing the iodined salt consumption at the District Health Office, Sleman Regency. This descriptive and qualitative research was carried out by implementing in-depth interview to subjects who were involved in the activity of the monitoring. Observation was also performed to two objects, namely the structure and the procedure of information. The collected data were analysed descriptively by applying scaled means analysis and qualitatively by conducting a content analysis. The system development was designed by using the approach of FAST (Framework for the Application of System Techniques). The observation to the problem, its scope and property as well as the interview with the subjects indicate that the research subjects at all levels — from top managers to persons in the transactional level as well as those who are at cross section department — support the development of monitoring system to the consumption of iodined salt, and this system is reliable to perform. The evaluation toward the work of the information system on its completeness, accessibility, accurateness, ease as well as representativity shows that the value of scaled means analysis increases from 2,48 to 4,80, the former figure is before and the the latter is after the development of the system. It is concluded that the value of the scaled means analysis from each indicator of the monitoring system assessment increases before the development of the system. The results of the content analysis demonstrate the benefits of the new system in supporting the monitoring activity toward the consumption of iodines salt and it also supports the plan. All of the subjects claim a positif response to the new system; moreover, they state that they will exploit the new system to process the data on salt monitoring in the year of 2004. Suggestions based on the conclusion might go to the government health institution to socialize the new system and to make a policy to maintain such a system from the process of data collection to the decision making, so that the system can go well. Moreover, a network model should be developed in that the data and information can be accessed by online. Kendala yang dijumpai pada kegiatan pemantauan garam di Kabupaten Sleman adalah belum adanya hasH rekapitulasi hasil tingkat puskesmas dan kecamatan sehingga menyulitkan melakukan umpan batik. Selama ini perencanaan, kegiatan dilakukan secara sama tanpa melihat data yang sebenarnya dad tiap-tiap puskesmas dan kecamatan. Permasalahan dalam perencanaan tersebut dikarenakan informasi hasil pemantauan garam beryodium belum dapat diperoleh secara Iengkap, cepat dan tepat waktu. Tujuan penelitian ini adalah mengembangkan sistem informasi pemantauan garam beryodium untuk mendukung perencanaan peningkatan konsumsi garam beryodium di Dinas kesehatan Kabupaten Sleman. Jenis penelitian bersifat deskriptif kualitatif dengan metode indept interview pada subyek-subyek yang terkait dengan kegiatan pemantauan garam dan observasi terhadap obyek berupa struktur dan prosedur informasi. Data dianalisis secara deskriptif menggunakan rata-rata tertimbang dan secara kualitatif menggunakan analisis isi. Pengembangan sistem dirancang menggunakan pendekatan metode FAST (Framework for the Application of System Technique). Dad hasil observasi dan wawancara terhadap permasalahan, ruang lingkup dan kelayakan diperoleh kesimpulan bahwa seluruh subyek mulai dad manajer puncak sampai transaksional serta pihak lintas sektor mendukung pengembangan sistem pemantauan garam beryodium dan Iayak dilaksanakan. Hasn evaluasi terhadap kinerja sistem informasi terhadap kelengkapan, aksesibilitas, ketepatan waktu, kemudahan dan representativitas diperoleh adanya peningkatan nilai rata-rata tertimbang antara sebelum dan sesudah pengembangan sistem yakni dari 2,48 menjadi 4,80. Dad penelitian pengembangan sistem informasi pemantauan garam beryodium ini dapat disimpulkan bahwa nilai rata-rata tertimbang dad setiap indikator karakteristik penilaian sistem pemantauan int mengalami peningkatan dibandingkan sebelumnya. Analisis isi terhadap kemanfataan sistem baru dalam mendukung kegiatan pemantauan garam beryodium dan mendukung perencanaan semua subyek menyatakan tanggapan yang positif dan akan menggunakan sistem baru ini untuk pengolahan data pemantauan garam tahun 2004 ini. Saran yang dapat diberikan kepada instansi agar melakukan sosialisasi sistem baru dan adanya kesepakatan bersama untuk pemeliharaan sistem mulai dad proses pengumpulan data sampai pada pengambilan keputusannya sehingga sistem dapat berjalan dengan baik. Selain itu agar mengembangkan model jaringan agar suatu saat data dan infomiasi dapat diakses pihak yang membutuhkan secara online.
