Abstract

Work satisfaction in everybody can be influenced by the factors of satisfaction (appreciation, job, responsibility, and development), the factors of maintenance (supervision, work relationship, administration and health policy, work condition, and salary/incentive), and the individual characteristics. Work performance of the Health Center at Jayapura city had not been optimal. Average of work performance was 62,23% below the WHO's standard (80-100%). Its condition was influenced by un-satisfaction of the Health Center's doctor at Jayapura city. The aim of research was to identify a background of the work satisfaction factors at the health center's doctor at Jayapura city. This research used qualitative method. It was done by Focus Group Discussion (FGD) and in-depth interview. The number of informants was 10 persons. They were the government's doctors. To crosscheck the data, the Head of Jayapura City Health Office and the Head of Health Services Sub Department were interviewed. The results of this research showed that most of the informants' age is 36 — 40 years, most of the informants' sex is a female, most of the informants' marital status is at a female, most of the informants' work period is 1 — 5 years, and most of the informants' home address is from out of Papua. Most of the informants are not satisfied primarily at appreciation and development aspects. It is caused by nothing of appreciation and difficult to develop the informants' career. Most of the informants feel that the attention to aspects of relationship, supervision, and incentive is lack. The aspects that Informants feel sat sfied are their work as the government officer and the pension fund. The Health Office should give a decree to the doctors who are placed at the Health Center. The Health Office should give appreciation, supervision, and incentive to the doctors of the Health Center. Finally, it will make the good condition in their works. The health center's doctor should do communication between a horizontal and a vertical level. Kepuasan kerja seseorang dapat dipengaruhi oleh faktor pemuas (prestasi, penghargaan, pekeriaan, tanggung jawab, pengembangan) dan faktor pemeliharaan (supervisi, hubungan kerja, administrasi kebijakan kesehatan, kondisi kerja, gaji/insentif) serta karakteristik individu. Kinerja Puskesmas di Kota Jayapura belum optimal dengan nilai rata-rata 62,23% dibawah standar WHO yaitu 80-100%, hal tersebut karena dipengaruhi salah satunya oleh ketidakpuasan dokter puskesmas di Kota Jayapura. Tujuan dari penelitian ini adalah untuk mengetahui latar belakang faktor-faktor kepuasan kerja dokter puskesmas di Kota Jayapura. Penelitian chlakukan dengan menggunakan metode kualitatif dengan cam diskusi kelompok terarah (DKT), dan wawancara mendalam. Pengumpulan data melalui 10 orang dokter pegawai negeri sipil puskesmas, untuk cross checknya dilakukan terhadap 2 (dua) orang, Kepala Dinas Kesehatan Kota Jayapura dan Kepala Subdin Yankes. Hasil penelitian menunjukkan bahwa karakteristik informan kebanyakan berumur 36 — 40 tahun, jenis kelamin perempuan lebih banyak daripada pria dan status marital terbanyak adalah wanita. Masa keria terbesar 1 — 5 tahun dan kebanyakan berasal dad luar daerah Papua. Terhadap faktor pemuas, kebanyakan informan merasa kurang puas terutama pada aspek penghargaan dan pengembangan. Hal ini karena belum menerima penghargaan serta sulitnya pengembangan karier informan. Terhadap faktor pemeliharaan, sebagian besar informan merasa kurangnya perhatian pada aspek hubungan kerja, supervisi dan insentif. Hal-hal yang menjadi kepuasan kerja informan karena sebagai pegawai negeri sipil, abdi negara dan ada jaminan pensiun hari tua Disarankan bagi Dinas Kesehatan agar penempatan dokter puskesmas, perlu Surat Keputusan (SK) sebagai legitimasi dalam pekeriaannya, selain itu perlu memberikan penghargaan, supervisi, insentif agar suasana kerja menjadi kondusif dan memberikan kenyamanan dalam kerja. Sedang dokter puskesmas perlu komunikasi horisontal-vertikal secara transparan.
