Abstract
The percentage of the Askes member as a patient who visit to the Nguntoronadi II Health Centre from 1999 until 2001 have became lower. At 1998, Askes member visited there as a patient were 1.498 person (5.8%), 1999 decrease became 731 person (3.63%), at 2000 were 744 person (2.74%) and at the 2001 became 528 person (2.67%). Percentage of the decreasing were bigger than another Health Centre in Wonogiri District. This research was to find out the effect of the perception of the Askes member about the quality of the services for the using of Nguntoronadi II Health Centre. Type of the research is Explanatory Research with Cross Sectional approach. The research's independent variables were reliability, responsiveness, the assurance perception, empathy and tangible. Dependent variable was the utilization of Nguntoronadi II Health Centre. Data collection used by interview with respondent, team work discussion and interview with Head of Health Centre and Askes staff. Statistical test used simple and double linear regression with trust degree of 95%. The result of this research shows that bivariatly, there are significant effect between reliable, assurance and tangible perception of the using Health Centre. Two variables, responsiveness and empathy perception do not influence with using Health Centre. From the research multivariatly with double regression, simultaneously reliable perception (B=0.288), assurance perception (B=0.519) and tangible perception (B=0.334) have significant effect at utilization Nguntoronadi II Health Centre. For increasing the quality of services, Health Centre need to increase the quality services with the first priority to quality assurance dimension, tangible and reliability service. For Health District Office has to control all of the quality service and has to coordinate with Askes office in those district. In Wonogiri district's Askes need to increase giving information to Askes member about their right and need to increase control for increasing quality service in Health Centre. Persentase kunjungan rawat jalan peserta Askes di Puskesmas Nguntoronadi II dart tahun 1999 sampai dengan tahun 2001 mengalarni penurunan. Pada tahun 1998 kunjungan Askes berjumlah 1.498 (5,8 %), tahun 1999 menurun menjadi 731 (3,63 %), kemudian tahun 2000 kunjungan Askes sebanyak 744 (2,74 %) dan tahun 2001 kunjungan Askes menurun menjadi 528 (2,67 %). Persentase penurunan lebih besar dibanding persentase penurunan di Puskesmas lain di. Kabupaten Wonogiri. Tujuan penelitian ini adalah untuk mengetahui pengaruh persepsi peserta Askes tentang mutu pelayanan terhadap pemanfaatan Puskesmas Nguntoronadi II. Jenis penelitian ini adalah Explanatory Re•earch dengan pendekatan Cross Sectional. Sebagai variabel bebas adalah persepsi keandalan, persepsi ketanggapan, persepsi jaminan, persepsi empati dan persepsi tampilan. Variabel terikatnya adalah pemanfaatan Puskesmas. pengumpulan data dilakukan melalui wawancara, diskusi kelompok terarah dan wawancara mendalam dengan Kepala Puskesmas dan petugas Askes. Uji statistik dengan regresi linier sederhana dan regresi linier berganda dengan deraj at kepercayaan 95 %. Hasil penelitian menunjukkan bahwa secara bivariat ada pengaruh yang signifikan antara persepsi keandalan terhadap pemanfaatan Puskesmas, ada pengaruh antara persepsi jaminan terhadap pemanfaatan Puskesmas dan ada pengaruh antara persepsi tampilan terhadap pernanfaatan Puskesmas. Persepsi ketanggapan dan persepsi empati tidak berpengaruh terhadap pemanfaatan Puskesmas. Dari uji multivariat dengan regresi berganda, secara bersama-sarna persepsi keandalan (B=0,288), persepsi jaminan (B=0,519) dan persepsi tampilan (B=0,334) secara signifikan berpengaruh terhadap pemanfaatan Puskesmas. Untuk meningkatkan mutu pelayanan, Puskesmas perlu memperbaiki kualitas pelayanan dengan memprioritaskan pada dimensi jaminan, tampilan dan keandalan pelayanan. Bagi Dinas Kesehatan perlu peningkatan pengawasam kualitas pelayanan Puskesmas dan meningkatkan koordinasi dengan Kantor Askes Kabupaten. Bagi kantor Askes di Kabupaten Wonogiri perlu meningkatkan pemberian informasi kepada peserta Askes terutama mengenai hak-hak peserta Askes yang bisa diterima dan perlu meningkatkan pemantauan kualitas pelayanan di tingkat Puskesmas.
