Abstract
In order to prevent coming in and out a quarantine disease and a specific communicable disease by ship, one of the efforts that be done by Semarang Port Health Office is doing vector control activity. Based on introduction study of Vector Control Information System, there had many weaknesses, buffer area had not been divided into Neighborhood Association, data management was not accurate, not complete, not fast, and choosing of the subject location of vector control activity was not exact. The aim of this research is to develop vector control information system to support the planning of vector control program in Sanitation Section at Semarang Port Health Office. This is an Operational Research because it tries to overcome the problem, to find the weaknesses and to do proper action, using SDLC (System Development Live Cycle) approach. The subjects of this research are Head of Port Health Office, Head of Sanitation Section, and Staff of Sanitation Section. Content Analysis was used for processing and analysis qualitative data and Descriptive Analysis for the result of the system examining both before and after the implementation of new system. The result of this research is Vector Control Information System design include a plan of system model, input, and output, basis data, inter-face, and a plan of controlling. Then, it is continued with the implementation of new system. Finally, it results new Vector Control Information System that can support the planning of vector control program in Sanitation Section at Semarang Port Health Office. The conclusion, the result of the examining of new system is very smooth. Processing time average new system is faster than old system with comparison 1 : 10. Output of new system is more completed than old system with comparison 7 : 2. New system is more accurate than old system because from 10 times of the calculation of new system without does mistake, but old system does mistake twice. New system can choose the subject location based on indicator each Neighborhood Association and the calculation of logistic necessity for vector controlling activity. It is suggested for further improvement that Vector Control Information System is not only for buffer area but also for perimeter area. Dalam rangka mencegah masuk dan keluarnya penyakit karantina dan penyakit menular tertentu melalui kapal Taut, salah satu upaya yang dilakukan oleh Kantor Kesehatan Pelabuhan Semarang adalah melaksanakan kegiatan pengendalian vektor. Berdasarkan studi pendahuluan Sistem Informasi Pengendalian Vektor yang berjalan saat ini masih terdapat beberapa kelemahan, yaitu wilayah buffer belum dibagi per RT, dalam manajemen data masih kurang akurat, kurang lengkap, kurang cepat dan dalam hal pemilihan lokasi sasaran kegiatan pengendalian vektor belum tepat. Tujuan penelitian ini adalah mengembangkan Sistem Informasi Pengendalian Vektor yang dapat mendukung perencanaan program pengendalian vektor pada Seksi Sanitasi Kantor Kesehatan Pelabuhan Semarang. Jenis penelitian yang digunakan adalah Operational Research karena berusaha mengatasai masalah, menemukan kelemahan dan langkah-langkah yang tepat untuk melakukan tindakan perbaikan, dengan pendekatan tahap-tahap dalam SDLC (System Development Life Cycle). Subyek penelitian ini meliputi Kepala KKP, Kepala Seksi Sanitasi dan Staf Seksi Sanitasi. Analisis yang digunakan adalah Analisis Isi terhadap hasil wawancara yang telah dilakukan, serta analisis deskriptif terhadap hasil uji coba sistem sebelum dan sesudah sistem barn diimplementasikan. Hasil dari penelitian ini adalah rancangan Sistem Informasi Pengendalian Vektor meliputi rancangan model, input, output, basis data, antar muka dan rancangan pengendalian, dilanjutkan dengan implementasi sistem barn sehingga menghasilkan Sistem Informasi Pengendalian Vektor baru yang mendukung perencanaan program pengendalian vektor pada Seksi Sanitasi Kantor Kesehatan Pelabuhan Semarang. Disimpulkan bahwa hasil uji coba sistem barn berjalan lancar, memerlukan rata-rata waktu proses lebih cepat dibandingkan dengan sistem lama dengan perbandingan 1 : 10, output sistem barn lebih lengkap dari pada sistem lama dengan perbandingan 7 : 2, sistem barn lebih akurat karena dari 10 kali perhitungan sistem barn tanpa melakukan kesalahan sedangkan sistem lama 2 kali melakukan kesalahan, sistem barn dapat memilih lokasi sasaran berdasarkan indikator per RT sekaligus perhitungan kebutuhan logistik untuk kegiatan pengendalian vektor. Disarankan untuk dikembangkan lebih lanjut, Sistem Informasi Pengendalian Vektor tidak hanya untuk daerah buffer saja tetapi termasuk daerah perimeter.
