Abstract

Pengelolaan sistem insentif jasa pelayanan perawat di RS Dr. Kariadi Semarang yang belum memuaskan dapat mengakibatkan perasaan ketidakadilan dan menurunkan kinerja. Perlu dikembangkan model pemberian insentif jasa pelayanan di Instalasi Rawat Inap RS Dr. Kariadi Semarang yang didasarkan pada analisis pekerjaan keperawatan. Tujuan penelitian ini untuk memperoleh hasil analisis pekerjaan keperawatan sebagai acuan mengembangkan model insentif jasa pelayanan tenaga keperawatan di Instalasi Rawat Map (IRNA) yang kbih adil, menganalisis informasi pekerjaan untuk menyusun deskripsi pekerjaan dart spesifikasi pekerjaan keperawatan, mengevaluasi jabatan keperawatan, serta menyusun model insentif jasa pelayanan bagi tenaga perawat di IRNA dengan Metode Poin. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kuantitatif dan kualitatif berkkasi di IRNA RS Dr. Kariadi Semarang Populasi penelitian ini seluruh tenaga keperawatan di IRNA yaitu Penanggung Jawab 28 orang, Kepala Ruang 20 orang, Ketua Tim 30 orang dan Perawat Pelaksanan 397 orang Cara pengambilan sampel acak sederhana. Besar sampel untuk data kuantitatif yaitu Penanggung Jawab 12 orang, Kepala Ruang 16 orang, Ketua Tim 18 orang dan Perawat Pelaksana 103 orang. Sampel untuk data kualitatif yaitu Penanggung Jawab 10 orang, Kepala Ruang 10 orang, Ketua Tim 10 orang dan Perawat Pelaksana 20 orang Basil penelitian menunjukkan bahwa : 1) Analisis pekerjaan keperawatan (Penanggung Jawab, Kepala Ruang, Ketua Tim, Perawat Pelaksana) mast tumpang tindih, wewenang clan pengambilan keputusan belum dibuat secara tertulis ; 2)a. Tersusunnya uraian dan spesifikasi pekerjaan keperawatan terdiri dari Penanggung Jawab, Kepala Ruang, Ketua Tim, Perawat Pelaksana, b. Evaluasi jabatan keperawatan di IRNA merupakan dasar dalam penyusunan model insentif jasa pelayanan, c. Model insentif jasa pelayanan tenaga keperawatan yang dikembangkan adalah sebagai berikut : Kepala Ruang (skor 722), Ketua Tim (skor 711), Perawat Pelaksana (skor 675) dan Penanggung Jawab (skor 670). Kata Kunci : Insentif, Analisis Pekerjaan, Keperawatan Nurse incentive at Dr, Kariadi hospital Semarang has not satisfied and it can affect imfairness feeling and also can decrease the effort of the staff . Therefore it needs to develop incentive model for hospital's services at Inpatient Department Dr. Kariadi Hospital Semarang based on the nurse job analysis. The objective of this research is to obtain the nurse job analysis as a reference in developing the nurse incentive model at Inpatient Department. Specifically to End the more equitable model, to analyze job information in arranging job description and to get nurse job specification, to evaluate nurse fimction and to arrange nurse incentive model at Inpatient Department through Point Method. This research is descriptive observation with quantitative and qualitative approach, the location is at Inpatient Department of Dr. Kariadi Hospital Semarang. Population of this research is all nurse staff at Inpatient Department that consist IA 28 legally liable persons, 20 chief room, 30 team leaders and 397 nurses. The sampling method is simple random sampling. The samples amount for quantitative data are 12 legally liable persons, 16 chief room, 18 team kaders and 103 nurses. Samples for qualitative data are 10 legally liable person,s, 10 chief room, 10 team leaders and 20 nurses. The Result of this research appointed that: 1). Nurse job analysis ( legally liable person, chief room, team leader, nurse ) is still overlapping, the authority and decision making have not written properly; 2)a. It has developed the nurse job analysis and specification which consist of legally liable person, chief room, team leader, nurse, b. Evaluation of the nurse function in Inpatient Department is a foundation to arrange the incentive model, c. Nurse incentive models that developed are : Chief Room ( 722 scores ), Team Leader ( 711 scores ), Nurse ( 675 scores ) and legally liable person ( 670 scores ) Key words : Incentive, Job Analysis, Nurse
