PERSEPSI MASYARAKAT TERHADAP POLISI SELAKU PENEGAK HUKUM DI KOTAMADIA JAMBI TESIS

Abstract

ABSTRACT The police as one component of defense and safety which directly faces to the society, sometimes confront dilematic problem. They must carrieLi out the maintenance of justice with all the law definition which stuck on their job, but in the opposite side, they must execute the society serving function. In the interaction point between them ( the police and society ), there is a friction on that and therefore caused the new problem which have the social dimension. The attitude which appear by the police so far, has shown an antagonic character on the society it will give a various meanings of the police from the society, and at last the society will give the less perception for their police. According to the problem , this thesis appearing two basic principles problem, which are (1) How is the society's perception for the police as the justice holder, and (2) How is the influence of the perception to the law consciousness and the law obedient by the society itself In addition to view, describing, and explaining the problem, the writer has done a research using the social definition theory with the symbolic interaction approach as the one of consequency from qualitative research. By this research model, some reason which appear from that perception, could expextantly finding. From the research which take on the Iambi Municipality as the location, there are found some society's perception about the police as the justice holder. Some of them are police as the dissappointed person, horrible, or frightening, and materialistic police which of course caused the effect for the society, that are less law consciousness for reporting the criminal event, and also the less law obedient of the society for not doing their sc:f judgement. This police's antagonic attitudes should be changed soon by carried out the basic changed in the police system, from the antagonic police to the protagonic police ( Satjlpto Rahardjo, from his opinion about the police as the uniformed civil person ). From the statement above, we know that revising the relation between the society with their police to the harmonic relation between them are importantly needed . With the protagonic police system, the better perception from the society for their police will exactly happen. By the research which found through this thesis, the expectantly are the society will know much more about the police's task and the police will recognize their fault, and finally, it will increase the society's law consciousness and obedient
