Abstract

Policy on health man power development by the year 2000-2010 stated that to run health development require sufficient health human resources from society and public sector. Based on development and problems faced in health man power development, strategic issues faced in the future around health man power education are the quality of student is still limited and low competitive power. The improvement of education institution quality is an important challenge to ensure availability of qualified human resources. Standardization through accreditation process is one of efforts to lead or built up in order to run institution in effective and efficient manner. Central Java data showed that percentage of graduation resulted from accredited institution and from non accredited institution almost similar. The research was made to find the component of human resources score and curriculum implementations which were written in instrument of accreditation and its influence to percentage of graduation as the final result of institution of education. The method used in This research was cross sectional. Total population were 80 Institution, and the total sampling taken were 30 Institutions. The data of human resources and curriculum implementation were taken by using instrument of accreditation 2000. The data percentage of graduation were taken by counting each lecture graduation in Institution and the percentage of each examination such as main examination, rehearsal examination I, make up examination II. This research used ratio scale. Data was analyzed by descriptive and analytic method. To find the influence between accreditation score of human resources, curriculum implementation including its sub variables toward the percentage of graduation, this research used linear regression analysis. The result showed that the average percentage of graduation on main examination 70,63%, rehearsal examination I 79,15%, rehearsal examination Il 85,25%. The average of accreditation score of human resources was 3,4 and curriculum implementation was 3,96. Analytically, the result showed that there was significant correlation between accreditation score of human resources and the percentage of graduation on main examination and rehearsal examination I. And also there was significant correlation between accreditation score of curriculum implementation toward the percentage of graduation and percentage of main examination and rehearsal examination I. The sub variable of human resources toward the percentage of graduation showed many kind of important things as follow : The Director had significant correlation with rehearsalexamination I, full timer Lecturer had significant correlation with the percentage of graduation on main examination, the part timer Lecturer had no significant correlation with the percentage of all kind of examinations, the Clinical Instructor had significant result on main examination and rehearsal examination I, Secretarial Officer had no significant correlation with the percentage of all kind of examination. The sub variable of curriculum application toward the percentage of graduation showed as follow : The accreditation score of Academic Calendar had no significant correlation with all kind of examination, on the contrary, either the planning of education program or its realization had significant correlation with main examination and rehearsal examination I. The evaluation of education program and its process including the periodically report had no significant correlation with the three kind of percentages of graduation. Recommendations from this research are still need improvement of quality of directors by increasing their education level, increasing quantity and enhancing quality of full timer lecturers by considering man power placement and its mechanism not only province but also district to institution that require; improvement of quality of clinical instructor by increasing their education level; improving learning process evaluation through student evaluation toward lecture and head of instruction, head of institution toward lecture and also lecture toward head of institution. Kebijakan Pengembangan Tenaga Kesehatan tahun 2000-2010 mengatakan bahwa penyelenggataan pembangunan kesehatan perlu didukung antara lain oleh Sumber Daya Tenaga Kesehatan dari masyarakat dan pemerintah yang memadai. Berdasarkan perkembangan dan masalah yang dihadapi dalam pengembangan tenaga kesehatan, isue strategis yang dihadapi di masa depen dalam bidang pendidikan tenaga kesehatan adalah mutt peserta didik yang masih sangat terbatas dan daya saing rendah. Peningkatan kualitas institusi pendidikan merupakan tantangan yang penting untuk dapat menjamin tersedianya tenaga bermutu. Standarisasi melalui proses akreditasi adalah salah satu upaya untuk menuntun atau membina agar institusi berjalan secara efisien dan efektif. Data di Jawa Tengah menunjukkan bahwa persentase lulusan yang dihasilkan oleh institusi yang terakreditasi dan yang tidak terakreditasi tidak terpaut banyak. Tujuan penelitian ini untuk mengetahui komponen nilai sumber daya manusia dan komponen penerapan kurikulum yang ada dalam instrumen akreditasi dan pengaruhnya terhadap persentase lulusan sebagai hasil akhir pendidikan.. institusi Pendidikan Tenaga Kesehatan di Jawa Tengah. Penelitian ini menggunakan rancangan cross sectional. Populasinya sebanyak 80 institusi, dan diambil sampel sebanyak 30 institusi. Pengambilan data akreditasi sumber daya manusia dan penerapan kurikulum dengan menggunakan instrumen akreditasi tahun 2000. Data persentase lulusan dengan menghitung lulusan masing-masing mata kuliah di institusi dan mempersentase pada tiap ujian (ujian utama, ujian ulang 1, ujian ulang II). Skala keseluruhan adalah rasio. Analisis data dilakukan secara diskriptif dan analitik. Untuk mengetahui pengaruh antara nilai akreditasi sumber daya manusia, penerapan kurikulum beserta sub variabelnya terhadap prosentase kelulusan digunakan analisis regresi linier. Hasil penelitian secara diskriptif menunjukkan bahwa rata-rata persentase kelulusan pada uji utama 70,63%, ujian ulang I 79,15%, ujian ulang II 85,25%. Nilai akreditasi sumber daya manusia rata-rata 3,4 (68 %) dan penerapan kurikulum 3,96 (79,2%). Hasil penelitian secara analitik, pengaruh nilai akreditasi sumber daya manusia terhadap persentase kelulusan menunjukkan pengaruh yang bermakna pada persentase kelulusan ujian utama dan ujian ulang I. Nilai akreditasi penerpan kurikulum terhadap persentase kelulusan menunjukkan pengaruh yang sangat bermakna pada persentase kelulusan ujian utama dan ujian ulang I. Sub variabel sumber daya manusia terhadap persentase kelulusan adalah : direktur menunjukkan pengaruh yang sangat bermaknapada ujian ulang I, dosen tetap menunjukkan pengaruh yang sangat bermakna terhadap persentase kelulusan ujian utama, dosen tidak tetap dan tenaga tata usaha menunjukkan pengaruh tidak bermakna pada prosentase kelulusan semua ujian, pembimbing praktek menunjukkan hasil yang bermakna pada ujian utama dan ujian ulang I. Sub variabel penerapan kurikulum terhadap persentase kelulusan menunjukkan : nilai akreditasi perencanaan program pengajaran dan pelaksanaan program pengajaran menunjukkan pengaruh yang sangat bermakna terhadap persentase kelulusan ujian utama dan ujian Wang I. Nilai akreditasi kalender akademik, evaluasi program pengajaran, laporan periodik dan evaluasi proses pengajaran, menunjukkan tidak berpengaruh pada ketiga persentase kelulusan. Rekomendasi dari penelitian ini, masih perlu adanya peningkatan kualitas direktur dengan meningkatkan jenjang pendidikannya, peningkatan kuantitas dan kualitas dosen tetap dengan memikirkan kearah penempatan tanaga dinas kesehatan baik Propinsi maupun Kabupaten/Kota ke Institusi yang membutuhkan dengan memikirkan mekanismenya, peningkatan kualitas pembimbing praktek dengan meningkatkan jenjang pendidikannya serta meningkatkan evaluasi proses pengajaran melalui evaluasi peserta didik terhadap dosen dan'pempinan lembaga, pimpinan lembaga terhadap dosen serta dosen terhadap pimpinan lembaga.
