Abstract

Consumers have no bargaining position because they depend on PDAM Kota Semarang to get the water supply. PDAM Kota Semarang use its position as only one water supplier company in Semarang City to exploit the water consumers. Consumers don't sue because they don! t have enough power to do it and particularly because their legal culture is not suit with the rule of law. That's why the dispute never end at court. Empowerment is one of method to give consumer power to get their right as well and have enough bargaining position to face PDAM Kota Semarang. This research is qualitative is nature by socio legal approach. This research also supported by 2 types of data namely primary data and secondary data, meanwhile the data collection techniques are observation, deep and undirected interview. Data triangulation technique is applied to check the data validity.
