Abstract

Several characteristics of air transportation are capability to arrive at destinations in lesser times, high technologies and high requirements for safety. As a territorial link both nationally and internationally, as a supporting and a driving force for national development intended for improving the welfare of the societies, its potentials should be further developed and its regulations should be improved This study was intended to get some insights about the responsibility of PT Kura-Kura Aviation, a charter-airline Company, concerning any damage experienced by the passengers and a lost of luggage transported by the chartered planes, and about some constraints faced by private airlines in their chartering services This study was conducted in PT Kura-kura Aviation in Semarang. The respondents, taken by means of non-random purposive sampling, were the manager, the marketing staffs and the legal staffs of the Company. The data used in this study were primary data (obtained through direct field observations) and secondary data (obtained via literature readings). The data were then analyzed qualitatively and the results were presented descriptively The study showed that the procedures for chartering planes from PT Kura-Kura Aviation were quite simple. Customers and PT Kura-Kura Aviation might arrive in an initial agreement through telephone while further details might be obtained in the Office of PT Kura-Kura Aviation Concerning the chartering documents or the terms of agreement for the chartered planes, PT Kura-Kura Aviation didn't use a special document but used only an agenda book for writing down the chartering date, the destinations, the chartering periods and the name of the customers A main constraint frequently faced was bad weather, particularly for night times. When there was a customer wanting to have a flight at a night time, the flight might not be executed when the weather was bad When there was a problem between the customers and PT Kura-kura Aviation concerning the chartered planes, then persuasive ways and compromises would be taken as long as they were effective Plane chartering businesses between PT Kura-Kura Aviations and its customers generally go well. The agreements for the chartered planes were executed in a simple fashion without any special written terms Angkutan udara mempunyai icarakteristik mampu mencapai tujuan dalam waktu cepat, berteknologi tinggi, dan memedukan tingkat keselamatan tinggi, perlu lebih dikembangican potensinya dan ditingkatkan peranannya sebagai penghubung wilayah baik nasional maupun interrtasional, sebagai penunjang, pendorong dart penggeralc pembangunan nasional demi peningkatan kesejahteraan rakyat Dalam penelitian ini bertujuan untuk mengetahui tanggung jawab perusahaan penerbangan PT. Kura-Kura Aviation sebagai pengangkutan untuk kerugian yang timbal terhadap penumpang dart bagasi dalam pengangkutan udara dengan charter pesawat uciara, serta hambatan-hambatan yang dihadapi oleh perusahaan penerbangan swasta dalam pelaksanaan charter pesawat udara. Pettelitian ini dilakukan di PT. Kura-Kura Aviation di Semarang, dengan subyek penelitian meliputi pimpinan PT. Kura-Kura Aviation, staf pemasaran, staf Hukum PT. Kura-kura Aviation yang ditentukan secara Non-random purposive sampling, data yang dipergunakan adalah data primer yaitu data yang diperoleh melalui penelitian di lapangan dengan menggunakan wawancara, serta data sekunder yang berupa studi kepustakaan. Analisis data yang dipergunakan adalah analisis kualitatif, selanjutnya has- 1 pengolahan disajikan secara deskriptif analisis. Hasil penelitian yang diperoleh adalah prosedur charter pesawat pada PT. Kura-Kura. Aviation, berlangsung san,gat s.ederhana, antara konsumen dan perusahaan PT. Kura-Kura Aviation bisa bersepakat dalam suatu hubungan telephone dan penjelasan lebih lanjut diperoleh di Kantor PT. Kura-Kura Aviation. Terhadap dokumen charter atau surat-surat persetujuan dalam charter pesawat PT. Kura-Kura Aviation tidak melangsungkan dalam dokumen tertulis hanya dituliskan dalam suatu agenda penerbangan mengenai tanggal sewa / terbang tujuan serta lamanya sewa dan nama penyewa. Kendala-kendala. yang dihadapi oleh PT. Kura-Kura Aviation dalam pelaksanaan charter pesawat terbang adalah bila ada permintaan terbang malam, terhadap permintaan tersebut PT. Kura-Kura Aviation tidak akan mereservasi charter tersebut, bila kendalanya karena cuaca biasanya alcan dilanjutican hari berikutnya. Bila terjacti persoalan dalam charter pesawat pada PT. Kura-Kura Aviation antara perusahaan dan pencharter, maka jalan persuasive, musyawarah ditempuh dahulu, selama jalan penyelesaian tersebut dirasak,an lebih efektif Charter pesawat yang dilalcukan antara PT. Kura-Kura Aviation dan konsumert umumnya berlangsung secara bait Persetujuan charter pesawat PT. Kura-Kura Aviation berlangsung melalui prosedur sederhana, persetujuan tidak diactakan secara tertulis.
