ANALISIS KINERJA DPRD JAWA TENGAH PERIODE 1999-2004

Abstract

The aims of this research are first to analyse accountability of Central Java legislative performance in the period 199-2004. Second, to analyse the productivity of Central Java legislative. Thrid, to analyse responsivite of the members of Central Java legislative. Fourth, to analyse the transparancy of Central Java legislative. The research applayed qualytative approach. Date resources are all members of Central Java legislative in the period 1999, academicious, legislative analyst, LSM, Students, bussinesman, and public socisty. Of the overall resources, some key informan are selected by using snowball method. Those key informan inclused one member of DPRD, one of politic analyst, one of executive student study (BEM), one bussinesman (enterpreneur). The research show that the performance of Central Java legislative In the period 1999-2004 was not accountable, less productive, not ressponsive and not transparant. The performance bad. Tujuan penelitian ini adalah : pertama, menganalisis akuntabilitas kinerja DPRD Jawa tengah periode 1999-2004. Kedua, menganalisis produktivitas DPRD Jawa Tengah. Ketiga, menganalisis responsivitas DPRD Jawa Tengah. Keempat, menganalisis transparansi DPRD Jawa Tengah. Penelitian ini menggunakan pendekatan kualitatif atau penelitian kualitatif. Sumber data dalam penelitian ini adalah seluruh anggota DPRD Jawa Tengah periode 1999- 2004, akademisi/ pengamat DPRD, Lembaga Swadaya Masyarakat, mahasiswa, pengusaha, dan masyarakat umum. Dan sumber data tersebut dipilih informan kunci dengan menggunakan metode snow ball. Adapun informan kunci yang terpilih adalah sebagai berikut, salah satu anggota DPRD, salah satu akademisi/ pengamat politik DPRD, salah satu anggota Badan Eksekutif Mahasiswa, salah satu pengusaha, Ketua Badan Pekerja LP2KKN Jawa Tengah dan salah satu masyarakat umum. Hasil penelitian ini menunjukkan bahwa kinerja DPRD Jawa Tengah, periode 1999-2004 tidak akuntabel, kurang produktif, tidak responsif dan tidak transparan. Kinerja DPRD Jawa-Tengah periode 1999-2004 buruk.
