KINERJA LICMD DALAM PEMBANGUNAN PRASARANA DASAR PERKOTAAN DI KOTA KARANGANYAR

Abstract

Dalam upaya memberdayakan masyarakat, maka pemerintah Kabupaten Karanganyar, dalam kebijakan pembangunan daerahnya mulai mengarahkan program-program yang terutama diperuntukan dan langsung akan dinikmati oleh masyarakat untuk direncanakan dan dilaksanakan oleh masyarakat dengan lembaga kemasyarakatan yaitu LKMD. Implementasi dari program pemberdayaan masyarakat tersebut antara lain ditujukan untuk pembangunan prasarana dasar perkotaan, yang mempunyai sasaran pada tahun 2005 sesuai dengan PJM Prasarana Dasar Pemukiman Kota Karanganyar TA 1997-1998, adalah bahwa semua kampung di wilayah Kota Karanganyar harus dilengkapi dengan prasarana dasar yang dibangun untuk menjamin kondisi kesehatan serta meningkatkan sosial perekonomian masyarakat. Dikaitkan dengan tugas dan fungsi LKMD selama ini yang mengacu kepada peraturan-peraturan yang tercantum dalam Keppres RI Nomor 28 tahun 1980, Kepmendagri Nomor 27 tahun 1984, Keppres Nomor 49 tahun 2001 dan Perda Kabupaten Karanganyar Nomor 11 tahun 2000 tentang LKMD, serta Permendagri Nomor 9 tahun 1982 tentang Pedoman Penyusunan Perencanaan dan Pengendalian Pembangunan di Daerah (P5D), diharapkan LKMD di Kota Karanganyar harus memiliki kinerja yang hasilnya betul-betul merupakan representasi kebutuhan pembangunan prasarana dasar perkotaan sehingga dapat membantu menyelesaikan masalah kebutuhan pembangunan prasarana dasar perkotaan di Kota Karanganyar. Melalui studi ini diharapkan dapat diketahui implementasi kinerja LKMD dalam menjalankan tugas dan fungsinya selama ini, serta sejauh mana kinerja LKMD tersebut dapat membantu menyelesaikan masalah kebutuhan pembangunan prasarana dasar perkotaan di Kota Karanganyar. Dalam studi ini analisis terhadap kinerja LKMD dalam pembangunan prasarana dasar perkotaan Kota Karanganyar dilakukan dengan (I) identifikasi tugas dan fungsi LKAID menggunakan analisis deskriptif kualitatif (2) identifikasi kinerja LKMD dikaitkan tugas clan fitngsinya menggunakan analisis deskriptif skoring persepsi masyarakat dan analisis faktor (3) identifikasi hasil pembangunan prasarana dasar perkotaan dan pendanaannya menggunakan analisis skoring persentase hasil pembangunan, (4).merzimuskan hubungan implementasi tugas dan fungsi LKMD, kinerja LKMD serta hasil pembangunan dan pendanaan prasarana dasar perkotaan Kota Karanganyar menggunakan analisis deskriptif kulatitati f dan SWOT Dari hasil penelitian diketahui bahwa implementasi tugas dan fungsi LKMD dalam perencanaan, pelaksanaan dan pengendalian pembangunan tidak seluruhnya menerapkan peraturan-peraturan yang berlaku karena dipengaruhi oleh mekanisme pembangunan prasarana dasar perkotaan di Kota Karanganyar yang dominan top down selama int Dari penilaian persepsi masyarakat tentang kinerja LKMD dalam menjalankan tugas dan fungsinya ditinjau dari responsivitas, responsibilitas dan akuntabilitas adalah cukup baik, tetapi masih memerlukan perhatian terhadap aspek responsivitasnya yaitu kurang tanggapnya pengurus LKMD dalam memberikan layanan atas usulan kegiatan dan kebutuhan dalam pembangunan disebabkan kurang pengalamannya pengurus LKMD dalam merencanakan dan melaksanakan program pembangunan sehingga kegiatan pembangunan yang dikelola oleh LKMD selama ini kurang menampung kebutuhan fasilitas pelayanan prasarana dasar perkotaan bagi kepentingan masyarakat dalam arti kinerja LKMD selama ini belum dapat membantu menyelesaikan masalah kebutuhan prasarana dasar perkotaan di Kota Karanganyar, hal tersebut dapat ditunjukkan dengan hasil pembangunan prasarana dasar perkotaan sampai dengan tahun 2003 ini, dari 7 sasaran program pemenuhan kebutuhan fasilitas prasarana dasar yang tercantum dalam PJM Prasarana Dasar Pemukiman Kota Karanganyar sampai dengan tahun 2005, hanya I sasaran program yang terpenuhi yaitu pemenuhan prasarana jalan lingkungan, atau dengan kata lain yang terpenuhi baru 14 %. Direkomendasikan, baktwa LKMD perlu memanfaatkan potensi dan peluang yang ada, dan untuk Pemerintah Daerah supaya LKMD diberdayakan sesuai tugas danfungsinya. Related to the duties and functions of the LKMDs which refer to the regulations found in the presidential decree of the Republic of Indonesia number 28 1980, the ministerial decree of the minister of internal affairs number 27 1984, The presidential decree number 49 2001, the local Regulations of Karanganyar Regency Number 11 2000 about the LKNID and the ministerial regulation of the minister of internal affairs number 9 1982 about The Arrangement Guidelines of Planning and Controlling Development in Local Areas (P5D), the LKMDs in Karanganyar Municipality are supposed to and must have good performance and the result is really the representation of The necessity of developing of the basic infrastructures of the urban areas so that it can help overcome the problems of the necessity of developing of the urban areas of the Karanganyar Municipality. In this study, the analysis about the performance of the LKMDs in developing the basic infrastructures of the urban areas of Karanganyar City is carried out by (1) duties and functions identification of LKAIDs by using descriptive — qualitative method (2) the identijication of the performance of the LKMDs related to their duties and functions by using descriptive scoring analysis of the society's perception and factor analysis (3) The identification of the results of the development of the basic infrastructures of the urban areas and the funding by using scoring percentage analysis of the results of the development (4) formulating the connection of the duties and functions implementation of the LKAIDs, their performances and also the result of the development of the basic infrastructures of the urban areas of Karanganyar by using descriptive — qualitative analysis and SWOT From the result of the research, it is understood that the implementations of the duties and functions of LKMDs in planning, realizing and controlling the development did not apply the prevailed regulations fully because they are influenced by the mechanism of the development of the basic infrastructures of the urban areas in Karanganyar Municipality, the mechanism in which the Top—Down process is dominant so far. The evaluation of the perception of the society toward the performance of LKAIDs in cartying out their duties and functions in relation to responsiveness, responsibility and accountability is considered good enough, but still it need full attention to the responsive aspect in a sense that the board of the LKMD are less responsive To give serving to the activities and necessities of development suggested. It happens because the board are less experienced in planning and realizing the development program so that the development activities managed by LKMDs so far have not accommodated yet the necessity of service facilities of the basic infrastructures in the urban areas intended for the sake of the society; in a sense that the LKAIDs' performance so far has not yet been able to help overcome the problem the basic infrastructures' necessities in the urban areas of Karanganyar municipality. This observed from the results of the basic infrastructure's development in and up to 2003. From the 7 targeted program of fulfilling the necessities of facilities of the basic infrastructures which included in the PJM ( Middle Term Program ) of 7he Basic Infrastructure of settlement of Karanganyar Municipality up to the year 2005, It is only 1 program really realized that is the environment street infrastructures, or In other words it is only 14 % fitlfilled It recommended that the LKAIDs to make use of the potency and opportunity given and for the local government to empower the LKMDs according to their duties and functions.
