Abstract

This study had a purpose to known Regional Employment Agency of Central Java Province's performance, during conducted promotion management for Regional Civil Servant Government Employee, within entire of Central Java Province and Region/ City Government in all Central Java Province sphere, thus obtained a figure of description of promotion management performance on the Regional Employment Agency of Central Java Province, and what should to do if it known there were performance decrease existed during promotion management. The research method of this study used analytical description method, with quantitatively approach technique and interpretation analysis technique. Test didn't use large sample, and didn't take analyze statistically numeric. Nevertheless, through this research, we (researcher) want to provide an illustration of virtual condition by gathering data which consisted from words, to arrange, to analysis, and to interpret. Result of this research found several facts, those are: management fund which more decrease, slowing in liquefy the budget, lack of medium and tools (especially computer), less of computer technical for its human resource development, and issuing Decision Letter about promotion was not in-time where by annual 2002 as much 8.7%, and at annual 2003 as much 52%, whilst at annual 2004 was 54%. The implication of those results above influence toward promotion management's performance, because generally, the promotion management performance was consider as decrease. There a few changing which should be taken, but it conflict with leader and a few staff manner which reject the changing with argument "... it's flow fluently with this given way" and also there was less spirit to compete between they whom take a task as promotion management officers. Penelitian ini bertujuan untuk mengetahui kinerja Badan Kepegawaian Daerah Propinsi Jawa Tengah dalam melakukan pengelolaan kenaikan pangkat bagi Pegawai Negeri Sipil Daerah di Iingkungan Pemerintah Propinsi Jawa Tengah dan Pemerintah Kabupaten / Kota se-Jawa Tengah, sehingga diperoleh gambaran tentang deskripsi kinerja pengelolaan kenaikan pangkat di Badan Kepegawaian Daerah Propinsi Jawa Tengah dan solusi apa yang hams dilakukan apabila diketahui terdapat indikasi penurunan kinerja dalam pengelolaan kenaikan pangkat. Metodologi Penelitian ini menggunakan metode deskriptif analitik dengan teknik pendekatan secara kualitatif dan teknik analisis interpretasi. Pengujian tidak menggunakan sampel besar dan tidak dianalisa dengan angka secara statistik. Oleh karena itu melalui penelitian ini peneliti ingin memberikan gambaran keadaan yang aktual dengan jalan mengumpulkan data berupa kata-kata, menyusun, menganalisis dan menginterpretasikannya. Hasil penelitian menemukan beberapa fakta, antara lain : biaya pengelolaan yang semakin menurun, keterlambatan pencairan anggaran, kurangnya sarana dan prasarana (terutama komputer), kurangnya ketrampilan teknis komputer bagi Sumber Daya Manusianya, dan ketidaktepatan waktu penerbitan Surat Keputusan kenaikan pangkat pada tahun 2002 sebanyak 8,7 %, tahun 2003 sebanyak 52 % dan tahun 2004 sebanyak 54 %. Implikasi dari basil penelitian diatas berpengaruh terhadap kinerja pengelolaan kenaikan pangkat, secara umum kinerja pengelolaan kenaikan pangkat dianggap tidak menurun. Ada beberapa perubahan yang hares dilakukan namun terbentur sikap pimpinan dan beberapa orang staf yang menolak perubahan dengan argumen " yang begini saja sudah jalan" dan kurangnya semangat untuk berkompetisi diantara sesama pegawai pengelola kenaikan pangkat.
