Abstract
All levels of Indonesian societies feel the effects of the crisis of Indonesia ecOnomy that seems have no end. School members with the students as the majority is included as one of the social groups affected by that crisis. The economical problem which brings about their less capability to complete their schooling needs wakes them up to take into account cooperatives in their school which , in fact, as an economic unit can help them to solve their problem. This did not happen in the previous era, the era when they never cared about school cooperatives. They may even help the students as members of those cooperatives to improve the quality of their education. All these inspire me to conduct a study on the existence of school cooperatives in both the Senior High Schools (SHS) and Vocational High Schools (VHS) through out Semarang in of improving the educational quality . The aims of the study are to get pictures of 1/ the implementation of the Cooperative Rules No 25/1992 in those school-cooperatives, 2/ the capacities of both the SHS's and VHS's cooperatives in fulfilling their members' needs, and 2/ the responses toward an idea of joining the school cooperatives in Semarang in order to improve their existence. The methodology used in this study is qualitative with an empiric judicial approach. The technique of gathering the data is done by giving questionaires, interveing and observing directly on the sites. The subjects of this study are 100 (a hundred) of cooperative consultants from the Cooperative Service Institution of Semarang City, the National Education Institution of Semarang City as well as the ones from every school cooperative being studied, and 100 (a hundred) members and committee of the school cooperatives studied. The results reveal that 1/the existence of the school cooperatives tend to improve the quality of the members'education, but 2/the Cooperative Constitution Number 25/1992 is not yet implemented Tile examples of the latter are. the fteedom to be the member, the yearly member meeting , even those two are the vital cooperative characteristids. Surprisingly the majority of the members seem to support the idea of joining the school cooperatives throughout Semarang. This implies that cooperatives as the smallest economical public units are likely to be mostly needed in the crisis of economy. Krisis ekonomi di Indonesia yang berkepanjangan dirasakan oleh seluruh lapisan masyaralcatnya. Masyarakat sekolah dengan para siswa yang merupalcan mayoritasnya adalah salah satu kelompok masyarakat yang termasuk terkena dampalc Icrisis tersebut. Kesulitan ekonomi yang mengakibatkan para siswa lcurang mampu memenuhi peralatan yang dibutuhan dalam proses pendidikannya, membangunkan mereka akan kenyataan bahwa koperasi sebagai unit ekonomi yang pada era sebelum krisis ekonomi tidak dihiraukan sekarang mulai diperhitungkan karena pada kenyataannya koperasi relatif dapat membantu mengurangi beban ekonomi mereka, bahlcan dibeberapa sekolah, koperasinya mampu meningkatkan kualitas pendidikan para anggotanya. Keadaan tadi melandasi studi tentang eksistensi koperasi Sekolah Menengah Umum (SMU) dan Sekolah Menengah Kejuruan (SMK) dalam Peningkatan Kualitas Pendidilcan ini. Tujuan penelitian ini adalah untuk memperoleh gambaran tentang:1/ pe-laksanaan Undang-undang Koperasi No25/th 1992 di koperasi SMU dan SMK di kota Semarang, 2/ kemampuan koperasi SMU dan SMK di kota Semarang dalam memenuhi kebutuhan anggota-anggotanya, 3/ tanggapan ide pengnabungan koperasi sekolah dalam rangka peningkatan eksistensinya. Metode penelitian yang dipalcai adalah kualitatif dengan pendekatan yuridis empiris. Teknik pengumpulan data penelitian dilaksanakan melalui kuesioner, wawancara dan observasi langsung dilapangan. Sedanglcan subjek dalam penelitian ini adalah 100 (seratus) pembina dari Dinas Pelayanan Koperasi Kota Semarang, Dinas Pendidikan Nasional Kota Semarang, dan pembina dari koperasi-koperasi sekolah yang diteliti, dan 100 (seratus) anggota dan pengurus koperasi-koperasi sekolah yang diteliti. Hasil penelitian ini menunjuldcan bahwa l/eksistensi koperasi sekolah cenderung meningkatkan lcualitas pendidikan para anggotanya, mesidpun 2/ implementasi Undang-undang No 25/th. 1992 belum maksimal, misalnya:aspek suicarela, dan rapat anggota tahunan cenderung diabaikan, padahal kedua aspek itu merupakan ciri kopefasi yang sangat vital. Ide penggabungan koperasi SLTA se kota Semarang cenderung didulcung dengan baik oleh sebagian besar koperasi-koperasi SLTA, implikasinya adalah bahwa koperasi memang merupalcan unit ekonomi kerakyatan yang sangat dibutuhkan diera krisis seperti sekarang ini, untuk itulah eksistensi koperasi perlu ditingkatkan menjadi Gabungan Koperasi Sekolah Kota Semarang.
