PERUBAHAN KEBIJAKAN PERIZINAN INVESTASI DI INDONESIA DALAM RANGKA MENYONGSONG OTONOMI DAERAH

Abstract

This thesis shows the change of the wisdom of investment license, which specially uses the broad/internal capital investment (PMA/PMDN) facilities in Indonesia in region autonomy program. The purpose of this discussion is to discuse that change and to know the procedure and also the application in DIY. Afterwards we will know the discription of the investor advantages if they take capital investment in DIY. The teoritis advantages of the discussion are the help increasing the theory, which is in economics rules, related the wisdom. While the real advantages is to give input for arrange of investment wisdom above related the obstruction of the application. Then investor will get the discription how to take investment license in DIY. The result of the observation shows the change of the wisdom of investment license has been done in Habibie era. The change is the give of investment license is taken by BKPM in the former (BPM), but now that is taken by BKPMD province if the internal capital investment more than ten billion rupiahs and there is no foreign elements. Also BKPMD have authority in finishing investment. The broad representative council has authority for broad capital investment license. So that there are three kind of that serve namely BPM, BKPMD and broad representative council. This time in region autonomy program BKPMD DIY can take that if there is investor take capital in DIY. In investment license procedure through BKPMD DIY the investor should follow some stage before they commercially produce. This change of investment license wisdom will give some advantages for investor when they are looking for investment license in Indonesia. They will get easy, cheapness and faster in searching investment license.
