PENGARUH PENERAPAN PUNGUTAN PENGUSAHAAN PERIKANAN (PPP) DAN PUNGUTAN HASIL PERIKANAN (PRP) TERHADAP PENDAPATAN NELAYAN KAPAL LONG LINE DI KABUPATEN CILACAP (The application effect of fishery business collection and fishery result collection toward fisherman income of the long line ship in Cilacap Regency.)

Abstract

The aim of research was to know composition and kind species of fish that catched of tuna long line ship, price of the fishes and effect of the PPP and PHI' toward income of the long line f sherman. Research Method The research was done at Cilacap Regency an especially in Batere (pelabuhan) in October until December 2004. Purposive Random Sampling was used to allocate sum of respondent with 35 respondents from 127-ship owner. Date that collection were social economic of fisherman, ship production in trip, price of fishes that catched and income of the fisherman a specially ship owner and nahkoda. Date analysis that done was matrix analysis of date of fishes that catched, descriptive analysis of social economic fisherman, and statistical analysis (t- test). Research Result Result the research shown that kind of species fishes that catched the tuna long line fishery in Cilacap Regency are Albacore, Yellowfine, Big Eye Tuna, and Meka. Price of the Tuna long line product in Cilacap Regency about 7000 rupiah until 12000 rupiah per kilogram, with average price is 9500 rupiahs per kilogram. That price is chipper that price from the standart price of fish that government recommendation (HPI). The application of PPP and PHP effected to the income of fisherman a specially ship owner and nahkoda. Price of PPP and PHP that government recommend is more expensive from reality (result research) Tujuan penelitian ini adalah untuk mengkaji komposisi dan jenis ikan basil tangkapan kapal long line, tingkat harga tiap jenis ikan hasil tangkapan kapal long line dan pengaruh PPP dan PHP terhadap pendapatan nelayan kapal long line baik pemilik maupun ABK. Penelitian ini dilaksanakan di Kabupaten Cilacap khususnya di Pelabuhan Perikanan. Penelitian ini menggunakan metode studi kasus dan data yang dikumpulkan terdiri dari : nama dan umur nelayan, ukuran kapal, tingkat pendidikan, pengalaman kerja, jumlah produksi per trip , jumlah trip per tahun, biaya operasional per trip, harga ikan yang diperoleh serta pendapatan bersih bagi nelayan (pemilik, nahkoda dan ABK). Analisis data yang dilakukan adalah: Analisis matriks data penangkapan ikan,analisis diskriptif untuk kondisi sosial ekonomi nelayan dan analisis statistik dengan uji normalitas data dilanjutkan dengan uji "t' (t Test) karena data menyebar normal. Hasil penelitian ini menunjukkan jenis ikan yang tertangkap dengan alat tangkan Tuna Long Line di Kabupaten Cilacap adalah jenis Albakore (7%), Yellowfm (3%), Tuna BigEye (82%) dan Meka (7%).Harga ikan basil tangkapan tuna long line di Cilacap berkisar antara Rp.7000.-/ kg sampai Rp.12000,-/ kg atau rata-rata Rp. 9500,-/kg, yang temyata lebih rendah dari harga patoIcan ikan (HPI) dari pemerintah (Rp.10.544,-/kg). Penerapan pungutan perikanan (PPP dan PHP) mengurangi besamya pendapatan nelayan khususnya pemilik kapal. Tetapi secara statistik tidak berpengaruh terhadap pendapatan nelayan bagi pemilik kapal maupun nahkoda.Nilai PHP hasil penelitian lebih rendah dari nilai PHP yang ditetapkan pemerintah.
