PENGARUH TINGKAT SOSIALISASI, SIKAP KERJA APARAT PELAKSANA DAN KEMAMPUAN KERJA APARAT PELAKSANA TERHADAP IMPLEMENTASI KEBIJAKAN PERATURAN DAERAII KOTA SEMARANG NOMOR : 11 TAHUN 2000 TENTANG PENGATURAN DAN PEMBINAAN PEDAGANG KAKI LIMA (PKL) DI KECAMATAN SEMARANG TENGAH KOTA SEMARANG

Abstract

The aim of the research is on behalf of knowing how big the effect of sosialisation level is, the doer official attitude and the ability of the officials towards the implementation of Semarang Multicipility regulation No. 11 in the year of 2000 as to the arrangement and the building of PKL by taking place on Central Semarang District. The outcome is known that the less maximal of the implementation of Semarang Multicipility No. 11 in the year of 2000 as to the arrangement and the building of PKL placing on Central Semarang District area is caused by the less effectivity of sosialisation level done by the doer of the policy, the less support of the attitude of the doer of the work ability and the policy. Based on the issue above, then the suggestion being able to be done is that the the giving of local regulation book as to the arrangement and the building of PKL toward the doer of the policy and PKL, sosialisation being intensive, the implementation of the procedure and the requirement of PKL permission in PKL office. Tujuan dari penelitian adalah dalam rangka mengetahui seberapa besar pengaruh tingkat sosialisasi, sikap kerja aparat pelaksana dan kemampuan kerja aparat pelaksana terhadap implementasi Peraturan Daerah Kota Semarang No. 11 tahun 2000 tentang Pengaturan dan Pembinaan PKL dengan mengambil lokasi di Kecamatan Semarang Tengah Kota Semarang. Hasil penelitian diketahui bahwa kurang maksimalnya implementasi Peraturan Daerah Kota Semarang No. 11 tahun 2000 tentang Pengaturan dan Pembinaan PKL dengan mengambil lokasi di Kecamatan Semarang Tengah Kota Semarang disebabkan oleh faktor kurang efektifnya tingkat sosialisasi yang dilakukan aparat pelaksana kebijakan, kurang mendukungnya sikap kerja aparat pelaksana kebijakan dan kemampuan kerja aparat pelaksana kebijakan. Berdasarkan hal tersebut di atas, maka kemudian saran yang bisa dilakukan adalah yaitu pemberian buku perda tentang pengaturan dan pembinaan PKL kepada aparat pelaksana kebijakan dan PKL, sosialisasi yang intensif, pencantuman prosedur dan persyaratan perijinan PKL dikantor PKL.
