Abstract

'Ibis research aims to examine the optimum number of server facilities that should be provided as a consideration in the developing strategy and evaluating of the performance of Fishing Port. The research had been conducted at the PPNP from February to June 2005. Data were collected by direct observation and an interview technique guided by a questioner with the respondents from fisherman, ship's captain and the ship's owner was applied. To solve the problem of the unloading serves at PPNP was divided into two stages. First stage was to evaluate the existing capacity of an unloading port. Second stage was to find out of the optimum number of server that should be provided this time and to forcast of the server need in the next five year or in 2010. Data were quantitatively analysed by using queuing model and then combined with the total of minimum cost to find out the optimum number of server. The results showed that the optimum number of the server for an average of ship arrival from June 2004 to May 2005 was 26 servers, while in the lowest and peak season about 15 and 30 servers were needed. Furthermore, the forecasting of ship arrival number in 2010 showed that there would be about 5076 ships ar•iving at PPNP and the arrival rate of ship per day was 13,9 so it would need about 28 servers. It can be concluded that PPNP has a high valuable condition with the increasing trend of ship arrival to unload its catches at this port, so in order to catch the advantages of the available opportunity with a good performance it is suggested that PPNP should increase the server. Penelitian ini bertujuan untuk mengetahui tingkat pelayanan optimum terkait sebagai bahan pertimbangan dalam strategi pengembangan dan mengevaluasi kinerja Pelabuhan Perikanan. Penelitian ini berlokasi di Pelabuhan Perikanan Nusantara Pekalongan (PPNP). Melode pengumpulan data dilakukan dengan observasi langsung ke lokasi penelitian dan teknik wawancara yang dipandu dengan kuesener kepada para nelayan, baik nahkoda maupun pemilik kapal. Pemecahan masalah optimasi pelayanan bongkar muatan di PPNP terbagi menjadi dua tahapan. Pertama mengevaluasi kondisi cksisting kapasitas dermaga bongkar, kedua menentukan penyediaan server yang optimal saat lin serta meramalkan jumlah •erver yang harus disediakan untuk tahun mendatang (2010). Teknik pengolahan data dilakukan dengan memakai analisis Model Antrian dan Total Biaya Minimum untuk menentukan jumlah optimal server yang harus disediakan. Dan hasil perhitungan optimasi diperoleh nilai pelayanan yang optimal untuk rata-rata kunjungan kapal tahun 2005 adalah 26 server, sedangkan pada kondisi puncak penangkapan (peak season) yang jatuh pada bulan Oktober dibutuhkan 30 •erver dan saat paeeklik 15 server. Dad hasil peramalan, kunjungan kapal tahun 2010 adalah sebanyak 5076 kapal dengan rata-rata kunjungan ( ) 13,9 kapal per hari dan rata-rata harga ikan Rp 5.449 / kg. Dalam pencarian optimasi dikctahui, total Maya minimum (TC) = Rp.13.425.330,00 perhari dan dibutuhkan 28 server. PPNP memiliki situasi yang sangat menguntungkan dengan kecenderungan kenaikan kapal perikanan yang membongkar ikan di PPNP, sehingga perlu menambah fasilitas pelayanan
