PERANAN PANGKALAN PENDARATAN IKAN (PPI) BAJOMULYO DALAM MENUNJANG OTONOMI DAERAH KABUPATEN PATI

Abstract

Fish landing place is one of economical activities unit located in Pati regency, which is able to contribute on the economical growth rate in the surrounding area. The existence of Bajomulyo fish landing place at Pati regency is also able to support the local autority (otonomi daerah) conduction through the contribution of auction retribution and direct or indirect create employment opportunity. Therefore, Bajomulyo fish landing place of Pati regency is able to support the independent capability on the self-government conduction. The aim at research was to know the role of Bajomulyo fish landing place, Pati regency, and its contribution on the economical growth and auction place retribution on regional income (PAD) of Pati regency. More specially the aims were to know the contribution of Bajomulyo fish landing place on the GRDP of Pati regency; the degree of effectiveness and efficiency of taking retribution in Bajomulyo fish landing place, and direct or indirect employment opportunity. Method use was applied research, with primary data were the availibility of facilities; volume and value of production; the total landing of fishing vessel. Whereas, the secondary data were gross added value of Bajomulyo fish landing place, gross regional domestic product (GRDP) of Pati Regency and Central Java Province, retribution income from auction place at Bajomulyo fish landing place, BPS-statistic of Pati Regency; Government of Central Java Province; Government of Pati Regency; Fishery and Marine Office of Central Java Province, Fishery and Marine Office of Pati Regency, and Bajomulyo fish landing place. To analyze the data, Location Quotient (LQ), Growth Ratio Model (MRP/GRM), efficiency and efectiveness, were used. The finding of this research indicated that during five years periode, the total landing of fishing vessel at Bajomulyo fish landing place has decreased yearly. The average contribution of Bajomulyo fish landing place on the GRDP of Pati Regency was 4,19 % with the average value of LQ was 6,91, whereas the contribution of retribution income from auction place on total retribution income of Pati Regency was 9,87 % with the average value of LQ was 1,01. Growth Ratio Model (GRM) analysis indicated that GRDP aspect during five years periode resulted on the criteria of medium to highly potential, whereas from the income retribution aspect point of view indicated on the criteria of potential to highly potential. The analysis of effectiveness and efficiency level showed that level was greatly efficient and effective with an exception in 1998 and 1999, because of transition government and sociaty movement/social riot occurred at the two years which greatly influenced on the life of most people in Indonesia. Moreover, existence of Bajomulyo fish landing place also create a business opportunity directly or indirectly and 5,273 woerkers in 2000. Pangkalan Pendaratan 'kw) (PPI) merupakan salah satu unit kegiatan ekonomi di Kabupaten Pati yang dapat memberikan kontribusi terhadap pertumbuhan ekonomi di wilayah sekitarnya. Di samping itu ke beradaan PPI Bajomulyo, Kabupaten Pati dapat menunjang pelaksanaan otonomi daerah melalui kontribusi retribusi TPI dan penyerapan tenaga kerja langsung maupun tidak langsung. Dengan demikian PPI Bajomulyo dapat memperkuat kemampuan independensi dalam menyelenggarakan rumah tangga pemerintahannya menuju kemandirian. Penelitian ini bertujuan untuk mengetahui peranan PPI Bajomulyo, Kabupaten Pati dalam kontribusinya terhadap pertumbuhan ekonomi dan kontribusi retribusi TPI terhadap PAD Kabupaten Pati. Secara specifik tujuan penelitian ini adalah untuk mengetahui kontribusi PPI Bajomulyo terhadap PDRB Kabupaten Pati dan mengetahui tingkat efektivitas dan efisiensi pemungutan retribusi TPI di PPI Bajomulyo serta penyerapan tenaga kerja balk langsung maupun tidak langsung. Metode yang digunakan adalah penelitian terapan dengan data primer berupa ketersediaan fasilitas, volume dan nilai produksi, jumlah kapal yang mendarat dan sekunder berupa nilai tambah bruto (raman) PPI Bajomulyo, data produk domestik regional bruto (PDRB) Kabupaten Pati dan Jawa Tengah, penerimaan retribusi TPI dari PPI Bajomulyo, penerimaan PAD (retribusi) Pemerintah Kabupaten Pati dan Jawa Tengah yang diperoleh dari BPS Propinsi Jawa Tengah, BPS Kabupaten Pati, Pemerintah Propinsi Jawa Tengah, Pemerintah Kabupaten Pati, Dinas Perikanan dan Kelautan Propinsin Jawa Tengah, Dinas Perikanan dan Kelautan Kabupaten Pati dan PPI Bajomulyo. Alat analisis yang digunakan adalah Location Quotient (LQ), Model Rasio Pertumbuhan (MRP), Efisiensi dan Efektivitas. Hasil penelitian menunjukkan bahwa selama 5 tahun pengamatan jumlah kapal yang mendarat di PPI Bajomulyo selalu menurun setiap tahun. Kontribusi PPI Bajomulyo terhadap PDRB Kabupaten Pati rata-rata sebesar 4,19 % dengan nilai LQ rata-rata sebesar 6,91, sedangkan kontribusi penerimaan retribusi TPI terhadap penerimaan total retribusi Kabupaten Pati sebesar 9,87% dengan nilai LQ rata-rata 1,01. Hasil analisis MRP menunjukkan bahwa aspek PDRB selama 5 tahun pengamatan termasuk kriteria cukup potensial sampai dengan sangat potensial, sedangkan ditinjau dari aspek penerimaan retribusi termasuk kriteria tidak potensial sampai dengan sangat potensial. Analisis tingkat efisiensi dan efektivitas menunjukkan tingkat sangat efisien dan sangat efektif, kecuali pada tahun 1998 dan 1999, dimana kondisi pada tahun tersebut terjadi transisi pemerintahan dan gejolak sosial masyarakat yang sangat berpengaruh terhadap hampir seluruh kehidupan di Indonesia. Lebih lanjut keberadaan PPI Bajomulyo juga memberikan berbagai peluang berusaha balk langsung maupun tidak langsung dan menyerap tenaga kerja sebanyak 5.273 orang pada tahun 2000.
