HUBUNGAN PEMBERDAYAAN DAN PARTISIPASI MASYARAKAT DALAM REHABILITASI HUTAN MANGROVE DI DESA JETIS KECAMATAN NUSAWUNGU, KABUPATEN CILACAP

Abstract

This research was conducted in Jetis village, east coastal area of Cilacap Regency, started from September to November 2003. The aims of this research are to identify : 1). The government's role in proving the social empowerment in Jetis village that support either the coastal program or the coastal preservation through the activity of mangrove forest rehabilitation dir the village; 2). the social participation level in mangrove forest rehabilitation; and 3).the correlation between empowerment and social participation in mangrove forest rehabilitation. This research method is descriptive and co relational, evaluating correlation between empowerment and social participation in mangrove forest rehabilitation . That is why, this research focuses on one of the resource indicators as well as the correlation between them The background of this research is the existence of issue saying that there is mangrove forest degradation caused by mangrove orest conversion for intensive fishpond by the way of renting the land to an investor. tensively fishpond management without considering the environmental balance has ca the productivity level of a bad shrimp harvest and most of the fishpond land are abandoned. The consequence of the abandoned fishpond is overgrown with grass and moss causing conducive breeding places for malaria mosquito and endemic malaria that attack Jetis population. The damage of mangrove forest, which takes place in Jetis Coast, is not only caused by the above mentioned factors, but also caused by the lack of social understanding towards the important value of mangrove ecosystem. In other side, there is almost no accomodative process in social empowerment around the mangrove forest that lead to a low participation in preserving mangrove forest and on the contrary, the high empowerment lead to a better social participation. Based on the result of the evaluation of man ove forest rehabilitation in Jetis village, Nusawungu, it is used the Liked model showing the social empowerment level conducted by the government is high categorized (81,77%), and the social participation level is also high categorized (78.53%). Whereas, the correlation between them is examined with Spearman It is help with the program of SPSS.10.0 for Windows and obtained the strong correlation as much as 0.645 (>0,05). From the analysis above, it can be shown that the high social empowerment will lead to the hight participation and it is shown with the strong connection between them. Penelitian ini dilaksanakan di Desa Jetis, kawasan pantai paling Timur Kabupaten Cilacap pada bulan September sampai dengan November 2003. Tujuan penelitian ini adalah untuk mengetahui : 1). peranan pemerintah dalam peningkatan pemberdayaan masyarakat Desa Jetis dalam mendukung program pantai dan Taut lestari melalui kegiatan rehabilitasi hutan mangrove Desa Jetis; 2). Tingkat partisipasi masyarakat dalam kegiatan rehabilitasi hutan mangrove; serta 3). Hubungan ( korelasi ) antara pemberdayaan dan partisipasi masyarakat dalam kegiatan rehabilitasi mangrove. Metode penelitian ini bersifat deskriptif korelasional, dengan cara mengevalunsi/mengkaji hubungan pemberdayaan dan partisipasi masyarakat dalam rehabilitasi hutan mangrove. Oleh karena itu penelitian ini memfokuskan pada salah satu indikator tujuan sosial berupa pemberdayaan dan partisipasi masyarakat serta hubungan antara keduanya dalam kegiatan rehabilitasi hutan mangrove. Latar belakang dari penelitian ini adalah adanya isu terjadinya degradasi hutan mangrove akibat konversi hutan mangrove untuk pertambakan intensif dengan cara menyewakan lahan kepada pihak investor. Pengelolaan tambak secara intensif tanpa memperhatikan keseimbangan lingkungan, telah mengakibatkan tingkat produktivitas hasil panen udang tidak berhasil dengan baik dan lahan tambak banyak yang ditinggalkan. Akibatnya lahan tambak yang terlantar ditumbuhi rumput dan lumut yang memunculkan tempat perindukan ( breeding places ) nyamuk malaria dan endemis malaria yang menyerang penduduk Desa Jetis. Kerusakan hutan mangrove yang terjadi di Pantai Jetis selain dipicu hal tersebut di atas, juga dipengaruhi tingkat pemahaman masyarakat yang masih rendah terhadap nilai penting eksositem mangrove. Disisi lain kurangnya proses yang akomodatif dalam pemberdayaan masyarakat di sekitar hutan mangrove dapat menyebabkan tingkat partisipasi yang renbdah dalam melakukan pelestarian hutan mangrove, dan sebaliknya pemberdayaan yang tinggi akan melahirkan partisipasi masyarakat secara baik. Berdaggrkan basil evaluasi kegiatan rehabilitasi hutan mangrove di Desa Jetis, Nusawungu dengan model Liken, terhadap tingkat pemberdayaan masyarakat yang dilakukan oleh pemerintah dikategorikan sangat tinggi (81.77%), dan tingkat partisipasi masyarakat dalam kategori tinggi (78.53%). Sedangkan hubungan keduanya yang dilakukan menggunakan uji korelasi tata jenjangiSpearman dengan bantuan program SPSS. 10.0 for Windows diperoleh hubungan yang kuat sebegar 0.645 (>0,05). Dari uraian di atas menunjukkan bahwa tingkat pemberdayaan masyarakat yang tinggi akan melahirkan partisipasi yang tinggi dan dicerminkan hubungan yang kuat antara keduanya.
