Abstract

Since raising of last years reform and also going into effect law No. 22 year 1999 about local government and law No. 25 year 1999 about finance balancing of central and local representing reform implementation in public administration area, governance performance specially local government is very paid attention by society. So that governmental government officer which reside in area claimed to be able to show optimal performance, leaving attitude as heedless power who not pay attention of peoples importance that should have served. And also local department that representing of village equipment also has to improve its performance, considering local depai fluent that represent direct government officers correlate and give service to society. When local department remains to with low accountability performance and its benefit existence not felt by society. It's not closed possibility in order to nationalize village equipment, local department is liquidated or merged with other similar department. Local department performance is can't be separate from quality of available human resource that manages relevance local department. When the local department wants to show professional performance of course required professional human resource also. Pursuant to monitoring in field obtained information in the reality performance most civil officer representing available local department human resource are still low. The low of civil public officer performance pursuant to perception influenced by low of knowledge, skill and civil public official attitude. Result of research will be elaborated descriptively analysis, that is giving figure about problems through analysis by using scientific approach according to situation in fact. To test hypothesis which have been formulated, used quantitative analysis sample with reasonable random sampling or simple random sample, with amount of equal to 100 officer peoples in Department of Irrigate Resource Management province of Central Java environment. Research Solution conducted, pursuant to its indicators and each indicator is elaborated in form of questions raised to responder. By using some research instrument consist of observe, interview and also questionnaire which have been processed with correcting (editing), grouping and giving code (coding), and compile in tables (tabulating) so that can be used to prove hypothesis. Pursuant to result of research, proven there are significant influence between knowledge variable with performance with correlation coefficient equal to ItX1Y = 0.251. There are significant relation between skill variable with officer performance equal to 7rX2Y = 0.160. There are significant relation between attitude with officer performance equal to 7r.X3Y = 0.313. Then, there is influence of knowledge variable to officer performance equal to 6.30 %, influence of skill variable to officer performance equal to 2.56 %. Influence of attitude variable to officer performance equal to 9,80 %. Level of influence of knowledge variable, Sejak digulirkannya reformasi beberapa tahun yang lalu serta berlakunya Undang-undang Nomor 22 Tahun 1999 tentang Pemerintahan Daerah dan Undang-undang Nomor 25 Tahun 1999 tentang Perimbangan Keuangan Pusat dan Daerah yang merupakan implementasi reformasi di bidang administrasi pemerintahan, kinerja pemerintah khususnya pemerintah daerah sangat disoroti oleh masyarakat, sehingga aparatur pemerintah yang berada di daerah dituntut untuk dapat menunjukkan kinerja yang optimal, meninggalkan sikap sebagai penguasa yang tidak memperhatikan kepentingan masyarakat yang seharusnya dilayaninya. Demikian juga Dinas Daerah yang merupakan perangkat desa hams juga meningkatkan Icinerjanya, mengingat dinas daerah merupakan aparat yang langsung berhubungan dan memberikan pelayanan kepada masyarakat. Bilamana dims daerah tetap dengan akuntabilitas lcinerja yang rendah dan keberadaannya tidak dirasakan manfaatnya oleh masyarakat, tidak tertutup kemungkinan dalam rangka nasionalisasi perangkat desa, dinas daerah tersebut dilikwidasi atau digabungkan dengan dinas lain yang sejenis. Kinerja dinas daerah yang tidak dapat dipisahkan dari kualitas sumber daya manusia yang tersedia yang mengelola dinas daerah yang bersangkutan. Bilamana dinas daerah tersebut ingin menunjukkan kinerja yang profesional tentunya dibutuhkan stunner daya manusia yang profesional pula. Berriasar'can pemantauan di lapangan diperoleh infonnasi temyata kinerja sebagian besar pegawai sipil yang merupakan sumber daya manusia yang tersedia di dinas daerah masih sangat rendah. Rendahnya kinerja pegawai negeri sipil tersebut menurut pengamatan, dipengaruhi rendahnya pengetahuan, keterampilan dan sikap pegawai negeri sipil tersebut. Basil penelitian akan diuraikan secara diskniptif analisis, yaitu memberikan gambaran tentang permasalahan melalui analisisdengan menggunakan pendekatan ilmiah sesuai dengan keadaan sebenarnya. Untuk menguji hipotesis yang telah dirumuskan, digunakan analisis kuantitatif sample dengan proporsional random sampling atau sample acak sederhana, dengan jumlah sebesar 100 orang pegawai di lingkungan Dinas Pengelolaan Sumber Daya Air Propinsi Jawa Tengah. Pembahasan penelitian dilakukan berdasarkan indikator-indikatornya, dan setiap indikator diuraikan dalam bentuk pertanyaan yang diajukan kepada responder.
