Abstract

Anchovy fishing on Tegal coastal waters is carried out with payang fishing gear, for example payang medi in Demak and Kendal, payang gemplo in Pemalang and Brebes, and payang jabur in Tegal, with fishing ground along Tegal coastal and concentrated in "Karang Jeruk" waters. The objectives of research is to analyze enchovy resource exploitation management, by performing : 1. The analysis of catch per unit of effort (CPUE). 2. Estimation of maximum sustainable yield (MSY) and optimum effort lf v optimuna• 3. Analysis of enchovy resource exploitation management using payang jabur based on participatory management principle. The Surplus Production model was used as data analysis method through Schaefer approach (Schaefer Model). Whereas fishing season type was analyzed with analysis of CPUE time-series moving average ratio method. Anchovy production in Tegal coastal waters during 1990 up to 2002, showed increase 0.95 %/year on average. This is in accordance with increase 30.62%/year of effort unit and increase 14.61%/year of effor (trip). But, the CPUE was decreased 11,24 %/year on average. The lowest production was in 1995 in amount of 265.36 tons and the highest was in 1999 in amount of 858.70 tons. The highest effort was in 2002 in amount 26,333 trips and the lowest was in 1994 in amount of 6,308 trips. The highest CPUE was 105.67 kg/trip in 1990 and the lowest was 15.70 kg/trip in 2002. The analysis resulted 665.65 ton/year of MSY with optimum effort 18,411 trip/year at standard of payang jabur fishing gear. Therefore, the anchovy resources exploitation in Tegal coastal waters, has gone over the optimum effort those are in 1999 (112.91%), in 2001 (129.13%) and in 2002 (143.03%), and has exceeded the MSY those are in 1990 (126.46%) and in 1999 (132.13%). Whereas, the fishing season were all year long with the 77.75 % - 123.32 % of IMP. Perception of respondent indicated the decrease of anchovy production due to overfishing and impact caused by other fishing gears. Therefore, they considered that it needs arangement (100%) in form of fishing ground zone (58.49%), limitation of fishing gears (35.85%), those would be followed with implementation of strictly sanction (47.80%), sanction with training (33.30%) and extension (18.87%). Considering the fishers community awareness, now is the time to perform participatory management by involving the fisher elements through the fishing effort control with limitation of fishing gear in amount 90-95 units.
