Abstract

Housing is one of human basic needs. It means growth of population will increase demand of housing. Fullfilment of housing need related with people’s income. Almost 50-60% Semarang population is being low income (Raharjo, 2000:444), so RS/RSS become one of the ways to fulfill housing need, which needs housing finance system for supporting its supply. In fact, KPR as a housing finance faced with some problems. So, the study of effectiveness of KPR finance system will be important to do. The goal of this study is to identify the effectiveness of KPR finance system for providing RS/RSS in Semarang city. This study is based on rational approach and used both of qualitative and quantitative methods, which qualitative as priority approach. Respondent of this study are developers (Perumnas & REI), financial institution (BTN) and debtors of KPR RS/RSS. This study used two stage sampling. Firstly, purposive sampling is used for hunting location of RS/RSS. Secondly, stratified random sampling is used for selecting representatives of KPR RS/RSS debtor. This study observed RS/RSS in Semarang city, which is provided by Perumnas and private developers (REI).Based on this study, KPR finance system is effective in the mechanism easiness, affordability and target accuracy. But it isn’t effective yet in the resource availability and ability to solve problem. Resource availability is the most important criteria. In fact, KPR finance system lack of resource availability, especially a housing finance source. Besides, there is a lack of an adequate financial institutional system (banking) and government policy. These problems cause KPR finance system can not solve the problem. The conclusion of this study is KPR finance system isn’t effective yet. It reflects that there are many things should be straighten up, especially for operating the long-term housing finance system. It will be supported by adequate housing finance source, financial institution and its policy. Besides, therole of financial institution (banking) should be increased for supporting RS/RSS supply in Semarang city.
