KAJIAN TINGKAT PARTISIPATIF DALAM OPERASI & PEMELIHARAAN UNTUK PERKUMPULAN PETANI PEMAKAI AIR (P3A) DI DAERAH IRIGASI BORO KABUPATEN PURWOREJO

Abstract

The change of paradigm at the irrigation management has made the operation and maintenance of the irrigation system more complex. This has caused the change on the P3A communities and farmer thinking, i.e. from passive participation to active participation. By the time, Partisipative O&M paradigm in the farmer's level, so its involves characteristic changes of P3A by the O&M system and the economic development in their area. At the moment,the performance of participating P3A (communitiy of farmers and water consumers) due to the changes on irrigation paradigm has no standard of parameters and its measurements. This research aimed at evaluation on participation parameters used in the managment irrigation. The irrigation area of Boro in Purworejo, Central Java is the one of the biggest irrigation system which has good development of O&M after the implementation PP77/2001 issued. The Grade of participating for the specialize matter related to the pure technical not dominant after the analysis. Its grade under 75 percent . But for the non technical matter dominant with upper 75 percent point. The parameter of participation in this reseach have been continued until the independency in the irrigation management happened. It uses the questionary survey to tertiary, secondary and primary level from farmers, P3A management, and high-rank officers. The questionair is also designed to evaluate the level of participation of farmer and the level of performance of the systems. In briefs, it does shows that the higher level participation result in the higher performance level. It can be also concluded, that the parameter for operation and maintenance for irrigation operation should be simple and able to raise equality of the farmers. The simplicity and equality is fundamental of participating parameter. The social cultural effects cause the pure technical approach does not suit favorably. The simplicity and equality is our great people's cultures. The realization as the easier implementation of irrigation system indicated the succeed of the PP77/2001. Perubahan paradigma pada pengelolaan irigasi telah menjadikan implementasi operasi dan pemeliharaan sistem irigasi menjadi Iebih komplek. Hal ini menyebabkan berubahnya cara pandang petani dalam lingkup Petani Pemakai Air (P3A), dari partisipasi pasif menjadi partisipasi aktif Seiring bergulirnya paradigma OP partisipatif di tingkat P3A, maka berubahlah karakteristik keterlibatan P3A terhadap sistem OP dan pembangunan ekonomi di daerahnya. Pada saat itulah, performa partisipatif P3A terhadap perubahan di dalam paradigma irigasi belum mempunyai standar parameter dan pengukurannya Riset ini ditujukan pada evaluasi parameter partisipasi dalam pengelolaan irigasi. Daerah irigasi Boro di Purworejo, Jawa Tengah adalahs alahs atu system irigasi yang terbesar dengan perkembangan system O&P yang baik setelah implementasi berlakunya PP77/2001. Tingkat partisipatif P3A untuk beberapa hal khususnya yang berhubungan teknis murni tidak dominan di bawah angka 75%. Namun untuk kegiatan non teknis mempunyai tingkat partisipatif yang cukup dominant di atas angka 75%. Ukuran partisipatif pada penelitian ini masih tents berlanjut hingga kemandirian pengelolaan irigasi terwujud. Riset ini menggunakan kuesioner survey untuk petani di tingkat tersier, sekunder dan primer. Hal ini dapat juga disimpulkan bahwa parameter operasi dan pemeliharaan untuk operasi irigasi seharusnya sederhada dan dapat meningkatkan kesejajaran para petani. Asas kesederhanaan dan keadilan menjadi landasan bagi kajian parameter partisipatif. Kecenderungan efek sosial kultural menyebabkan pendekatan teknis mumi menjadi tidak diminati lagi. Kesederhanaan dan keadilan adalah budaya luhur masyarakat di daerah irigasi diwujudkan dalam kemudahan pelaksanaan sistem irigasi mengindikasikan kesuksesan PP77/2001.
