Abstract
Urban growth in Indonesia marked with more and more town him changing over status, good of small town, town, metropolis, metropolitan town and also megapolitan town. The Change implication have to make balance to accomplishment of infrastructure medium transportation. When do not balance will arise problems of transportation, for example jam and delay. Town Samarinda represent town is having length walke in the year 2001 is 703.780 motor vehicle amount and km is 109.033. According to boldness from 131,1,A.I 80 % the vehicle elapse grass every day in town. One of the natural street of delayed is natural Street General Sudirman of degradation its speed of 26 - 32 km / hour at - busy hours. This matter depict that Street Sudirman General become by delayed. This study aim to to study factor - factor influencing traffic delayed and expense which target result. With reach to identify factor - factor influencing delayed, analysing to awaken traffic, transportation medium and infrastruktur, traffic characteristic and eksisiting traveling expense with stable condition.. Research method which is used in this study, consist of descriptive method which cover secondary survey, literature study and primary and also method analyse with mathematical calculation with research variable is volume, wide of activity building, vehicle operating expenses, expense of fuel consumption, street capacities; traffic bandwith, apart kereb, amount of resident, lubricating oil price, expense of usage of tire, maintenance cost, vehicle depreciation expense, time value and traffic delayed characteristic. From existing analysis can be seen that existing vehicle volume is not cause the happening of tundaan. But from comparison stable speed and speed eksisting happened degradation speed meaning happened caused delayed: street user behavior and environment. Cause factor from environment is equipment of facility still not yet adequate like last fringe of halte and intas and also crumpling cloister merchant is left and right street . While other cause factor is street behavior which have vehicle and walk like migratory vehicle band zig-zag , alongside walke, precede to occupy position in street, walke above street marka, park at street body, degrading passenger any place, vehicle out - enter and area human offis Expense of which generated by effect of traffic delayed in one day that is reaching Rp: 2.688.705. Pursuant to speed exissting in Street General Sudirman is 30 Km /hour speed while at stable condition is 40 Km :hour. This means happened delayed in Street General Sudirman.
