PROSES PENYUSUNAN PERENCANAAN PEMBANGUNAN TAHUNAN DAERAH DENGAN PENDEKATAN PERAN SERTA MASYARAKAT DI KOTA PALEMBANG

Abstract

The Implication of Local Government Autonomy on annual planning process consist of : transparency of planning process, democracy, and high accountability guarantied by steady planning control and community control. It will be higher community participation. The fact show, the approach of annually planning process was based on 'mix' of top down and bottom up planning. The approach was not harmonize with community participation in arrangement of annually local government planning process. The research focus was arrangement process of annually local government development in Palembang. The research objectives are : class°, the approach process of annually local government development with community participation oriented. Based on the problems and goals, the research used qualitative descriptive approach. The research stages included : (1) analyzed descriptive evaluation approach on the arrangement process of existing annually local government was development, compared by change of paradigm and text books, (2) concluded the data, (3) discussed the conclusion, (4) arranged the approach of local government development planning process, (5) The Delphi test on data, (6) concluded base on the Delphi test, and (7) recommended on annually local government development planning process included community participation oriented. The descriptive analysis showed that the approach of existing process of annually local development planning used disjointed incrementalist planning approach. This approach based on community participation, community had majority strength to take the decision (degree of citizen power), but only smaller unit. For urban spatial units, mixed scanning planning will be appropriate because more urban problems that more complicated. That approach made community participation only in degree of tokenism. This approach needs community in strong bargaining position to decide on process of policy making. The approach of annually local government development planning process arrangement model is the mix of approach in document of local government development general plan, include : mixed scanning planning, strategic management, and community participation in annually local government development planning process. This approach was emphasized in planning process, implementation oriented that will be realized to program. Realization this approach needs both between planning and urban management, concern with institutions and mechanism included community participation in arrangement of planning process.
