PENGARUH PROGRAM PENGELOLAAN HUTAN BERSAMA MASYARAKAT (PHBM) TERHADAP KELESTARIAN KAWASAN HUTAN DAN KESEJAHTERAAN MASYARAKAT DESA HUTAN DI KABUPATEN NGAWI

Abstract

Nowadays processing forest region in Ngawi can not change poverty for villages around it, whereas there are so many villages over their, and they life depend on it forest. From 55.918,31 Hectare (43%) were noted 85 villages which life dependence of the forestry. The processing of forest in Ngawi by forestry department showed can not be distributed to be area which shares in prosperity, mostly for the people who live around the forest can nct enjoy profit offorest. Local Government Ngawi and Forestry Department have been holding processing of Forest Program With Society (PHBM) since 2001 with involve society around forest, which was heed on 9 villages on 3 union around forest management (KPH). This program has two purpose they are, to keep conservation forest and increase prosperity of forest villagers. In realizing this Programs of Forest Processing With Society which has been running for three years must point for the main purpose they are to keep the forest conservation and increase prosperity of forest society. But until this time the fruit of the program not been known yet. Therefore this study will examine or study about the effect of processing forest programs with society for forest conservation area and the prosperity of forest society in Ngawi Regent. To know the effect of this program is done with: Correlation Analyze, it is done to know correlate among variables they are PHBM, conservation of forest area and prosperity of forest society. Condition Analyze, it is done to know effect from realizing PHBM program for conservation offorest area and prosperity offorest society. Analyze factor which influence, it is done to know factor which influence realized this program of PHBM. And to decide point of developing forestry region. From the result of analyzed correlation was known that PHBM program has effect to conservation forest region and prosperity of forest society. From analyzed condition was found that realizing this PHBM program in Ngawi can be classified middle (success enough) and the factors which influent realizing of PHBM program, that it got from analyzed factors are methods factor human recourses and the closing location, these factor have important rule the successful of PHBM program. While the direction of developing forestry region in Ngawi is agro industry developing which based on farming commodities, forestry with dividing duty for their unity offorest management (KPH). From result of research can be formulated by recommendation that PHBM program handling by is optimal of indicator which not yet succeeded that is society a spark of life and education which not yet mounted is. Optimal role of equipments factor and defrayal, which in its execution not yet given maximal influence. And to be more improve prosperity of society recommended by divided forestry development direction into three development Unity of Forest Management( KPH). Pengelolaan kawasan hutan di Kabupaten Ngawi sampai saat ini belum banyak menibah kemiskinan di desa-desa sekitar hutan, padahal banyak desa-desa yang berada di sekitar kawasan hutan dan menggantungkan hidupnya di hutan. Dan 55.918,31 Ha (43%), tercatat ada 85 desa yang memiliki ketergantungan terhadap hutan. Pengelolaan hutan di Kabupaten Ngawi oleh Perhutani selama ini menunjukkan masih belum terdistribusinya kemakmuran ke seluruh pihak, dimana masyarakat khususnya yang bertempat tinggal di sekitar hutan tidak ikut serta menikmati keuntungan dari keberadaan hutan. Pemerimah Daerah Kabupaten Ngawi bersama dengan Perhutani mulai tahun 2001 melaksanakan Program Pengelolaan Hutan Bersama Masyarakat (PHBM) dengan melibatkan masyarakat sekitar hutan, yang dilaksanakan pada 9 (sembilan) desa yang berada pada 3 (tiga) Kesatuan Pemangkuan Hutan (KPH), Program tersebut rnempunyai dua tujuan utama yaitu menjaga kelestarian hutan dan upaya peningkatan kesejahteraan masyarakat desa hutan. Didalam pelaksanaan Program Pengelolaan Hutan Bersama Masyarakat yang sudah berjalan 3 (tiga) tahun tentunya harts tetap mengacu pada tujuan yang telah ditentukan yaitu menjaga kelestarian hutan dan upaya peningkatan kesejahteraan masyarakat desa hutan. Namun sampai saat ini keberhasilannya belum diketahui. Oleh karena itu studi ini akan mengkaji pengaruh Program Pengelolaan Hutan Bersama Masyarakat terhadap kelestarian kawasan hutan dan kesejahteraan masyarakat desa hutan di Kabupaten Ngawi.Untuk mengetahui pengaruh program tersebut dilakukan dengan; Analisis korelasi, analisi ini dilakukan untuk mengetahui hubungan antar variabel yaitu PHBM, kelestarian kawasan hutan dan kesejahteraan masyarakat desa hutan. Analisis kondisi, analisi ini dilakukan untuk mengetahui pengaruh dari pelaksanaan program PHBM terhadap kelestarian kawasan hutan dan kesejahteraan masyarakat desa hutan. Analisis faktor yang mempengaruhi, analisi ini dilakukan untuk mengetahui faktor-faktor yang mempengarui pelaksanaan program PHBM. Dan dilanjutkan dengan menentukan arah pengembangan komoditas kehutanan Dad hasil analisis korelasi diketahui bahwa program PHBM mempunyai pengaruh terhadap kelestarian kawasan kutan dan kesejahteraan masyarakat desa hutan. Dan dad analisi kondisi kitemukan bahwa pclaksanaan program PHBM di Kabupaten Ngawi bisa dikategorikan sedang (eukup berhasil). Sedangkan faktor yang mempengaruhi pelaksanaan program PHBM yang diperoleh dari hasil analisis faktor adalah faktor metoda, sumberdaya manusia dan kedekatan lokasi, faktor tersebut sangat berperan dalam keberhasilan program PHBM. Sedangkan arah pengembangan kehutanan di Kabupaten Ngawi adalah dengan pengembangan agroindustri yang berbasis komoditas hasil pertanian kehutanan, dengan cara membagi peran kepada masing-masing Kesatuan Pemangkuan Hutan Dan hasil penelitian dirumuskan rekornendasi bahwa penanganan program PHBM dengan mengoptimalkan indikator yang belum berhasil yaitu pendidikan dan harapan hidup masyarakat yang belum meningkat. Mengoptimalkan peran faktor peralatan dan pembiayaan, yang didalam pelaksanaannya belum memberikan pengaruh yang maksimal. Dan untuk lebih meningkatkan kesejahteraan masyarakat direkomendasikan arah pengembangan kehutanan yang dibagi kedalam tiga pengembangan Kesatuan Pemangkuan Hutan Kata Kunci: Program Pengelolaan Hutan Bersama Masyarakat, Kelestarian Kawasan Hutan, Kesejahteraan Masyarakat Desa Hutan.
