Abstract
Simpang Lima Semarang is a CBD of Semarang City, its location that is very strategic and various land use and road link system having form of radial ring, make this area as a knot of movement, attraction and production of high intensity traffic flow. The problim is policy of Semarang City Government using of structure of route link of public transportation having the form of radial and service orientation of route line of public transportation centered in the central area of trade and service, so that there is a route line hourding of public transportation. Its effects are that there is an area which hasn't been served by public transportation system, the area of trade center and service is made into of focal point of public transportation and the way of public transportation in picking up or dropping off the passengers. In the link of radial ring road, an alternative route line of public transportation is needed to serve the place arounds the area in connecting to the area center or another areas therefore, it is needed a structure of route link having the form of radial modification, namely by adding the route link connecting inter sub activity center and also between sub activity center dand CBD. Thus the route line orientation is not centered to CBD anymore, but there is also enough route line having spatial orientation circled of connects inter sub activity center directly. Based on the result of research and analysis wich have been performed, it can be concluded that, the need of public transportation in the urban area is highly needed as an alternative transportation means to support daily activities (working, shopping, going to school, etc), mean while the service of public transportation line in the area of Simpang Lima Semarang is less. In order to increase the service of route line of urban transportation and overcome the existing problem in the area of Simpang Lima Semarang, it is needed an alternative route to the service is needed of public transportation with changes of urban transportation route line of C.06. in destination of Johar — Tugu Suharto in accordance with the analysis of an alternative route line, namely Thamrin, Seteran, Brumbungan, Ki Mangun Sarkoro, A. Yani and Simpang Lima. Key words : The service of route line of urban public transportation Recommendation 1. The route line of public transportation passing through main roads in the area of Simpang Lima, gives the priority to the public transportation with bigger capacity. 2. The route line of public transportation with lower capacity to give of priority accesibility in the others area of Simpang Lima. 3. The addition of new route in the area of Simpang Lima will increase new problems. 4. It is needed a special place to pick up or drop off the passenggers in the center area of trade and service in the area of Simpang Lima accompainied with traffic sign and special rules. Simpang Lima Semarang merupakan CBD kota Semarang, dengan letaknya sangat strategis dan tata guna lahan yang beragam serta sistem jaringan jalan berbentuk cincin radial, menjadikan kawasan tersebut merupakan simpul pergerakan serta tarikan dan bangkitan arus lalu lintas dengan intensitas yang tinggi. Permasalahannya adalah kebijakan Pemerintah Kota Semarang menggunakan struktur jaringan rute angkutan umum berbentuk radial dan orientasi pelayanan lintasan rute angkutan umum terpusat pada daerah pusat perdagangan dan jasa, sehingga terjadi penumpukan lintasan rute trayek angkutan umum. Dampak yang ditimbulkannya adalah adanya daerah atau kawasan yang belum terlayani sistem angkutan umum, kawasan pusat perdagangan dan jasa dijadikan focal point angkutan umum dan perilaku kendaraan angkutan umum dalam menaikkan atau menurunkan penumpang. Pada jaringan jalan cincin radial. diperlukan lintasan rute altematif angkutan umum untuk melayani wilayah sekitar kawasan tersebut dalam mengakses ke pusat kawasan tersebut atau ke kawasan lainnya. Untuk itu maka diperlukan struktur jaringan rute berbentuk modifikasi radial, yaitu dengan menambah lintasan rute yang menghubungkan antar sub pusat kegiatan dan juga antara sub pusat kegiatan dengan CBD. Dengan demikian orientasi lintasan rute tidak lagi terpusat ke CBD, tetapi juga ada dalam jumlah yang cukup banyak yang mempunyai orientasi spasial yang melingkar ataupun yang langsung menghubungkan antar sub pusat kegiatan. Berdasarkan hasil penelitian dan analisis yang telah dilakukan, maka dapat disimpulkan bahwa, kebutuhan akan angkutan umum di wilayah perkotaan masih sangat diperlukan sebagai sarana transportasi alternatif untuk mendukung aktifitas pergerakan sehari¬hari (bekerja, belanja, sekolah dan lain-lain), sedangkan pelayanan lintasan rute angkutan umum di kawasan Simpang Lima Semarang kurang. Untuk peningkatan Iayanan lintasan rute angkota dan mengatasi permasalahan yang ada di kawasan Simpang Lima Semarang, maka diperlukan lintasan rute alternatif untuk melayani kebutuhan akan angkutan umum dengan perubahan lintasan rute angkota trayek C.06 arah Johar — Tg. Suharto sesuai analisis lintasan rute altematif yaitu Thamrin, Seteran, Brumbungan, Ki Mangun Sarkoro, A.Yani, dan Simpang Lima. Kata kunci : Pelayanan lintasan rute angkota. Rekomendasi 1. Lintasan rute angkutan umum yang melalui jalan-jalan utama di kawasan Simpang Lima, diprioritaskan pada angkutan umum dengan kapasitas yang lebih besar. 2. Lintasan rute angkota lebih diprioritaskan memberi aksesibilitas pada kawasan sekitar Simpang Lima. 3. Penambahan trayek barn di kawasan Simpang Lima akan menambah permasalahan barn. 4. Diperlukan adanya tempat khusus naik atau turun penumpang di daerah pusat perdagangan dan jasa kawasan Simpang Lima, disertai dengan rambu dan aturan khusus.
