KAJIAN POLA OPERASI PLTA PB SOEDIRMAN DENGAN MEMPERTIMBANGKAN IJAJU SEDIMENTASI

Abstract

The Hydro Electric Power Plant of PB Soedinnan located at Banjarnegara Region is the largest installed capacity in Province of Central Java. It is operated and managed by PT INDONESIA POWER, corporate unit business of State Electricity Company (PT PLN). Since 2001, PT INDONESIA POWER and PT. PLN PUSAT PENGATUR BEBAN (PT. PLN division corporate) have had an agreement of performance contract. The one of the clause stated that the proposed electricity production during the next year based on the developed rule curve. If the power generated curve is below the target, the PT INDONESIA POWER subjected to penalty. The rule curve developed by PT INDONESIA POWER was based on inflow data from 1998 to the latest data and did not consider reservoir sedimentation. Infact the sedimentation is high and will decrease the effective storage of the reservoir. Therefore, a new rule curve has to be developed by including consideration on sedimentation. The comparison of electricity production shows that the new rule curve give a better result. It is shown that the new rule curve has a figure closer than the real electricity production. Pusat Pembangkit Listrik Tenaga Air (PLTA) PB Soedirman berlokasi di Kabupaten Banjarnegara, merupakan PLTA yang terbesar dalam hal daya terpasang di wilayah Jawa Tengah, dibangun oleh PT. PLN (Persero), dioperasikan dan dikelola oleh arzak perusahaan PT. PLN (Persero) yang bergerak dibidang pembangkitan, yaitu PT. INDONESIA POWER. Mulai tahun 2001, PT. INDONESIA POWER mengadakan kontrak kinerja dengan PT. PLN (Persero) PUSAT PE,NGATUR BEBAN. Isi kontrak- kinerja tersebut salah satunya berisi rule curve mengenai rencana energi listrik yang dihasilkan oleh PLTA PB Soedirman untuk satu tahun yang akan datang, dimana pengoperasian PLTA tersebut berpedoman pada rule curve tersebut. Apabila setelah pengoperasian PLTA ternyata energi listrik yang dihasilkan tidak mencapai target, maka PT. INDONESIA POWER akan dikenai pinalti. Rule curveyang dikembangkan oleh PT. INDONESIA POWER untuk periode satu tahun kedepan di dalam perhitungannya menggunakan data debit tahun 1988 sampai dengan tahun yang ditinjau dan belum menggunakan sedimentasi sebagai salah satu parameternya, sedangkan laju sedimentasi yang kedalam waduk PLTA Soedirman ternyata cukup tingg serta akan mengurangi masa manfaat waduki. Dengan komparasi hail produksi listrik, rule curve basil kajian ini terlihat mendapatkan basil yang lebih baik. Hal diperlihatkan rule curve basil kaftan mendapatkan basil yang lebih mendekati basil nyata produksi energi
