Abstract

The government of Bali Province, through a local law of Bali No. 9/1990, outlines cultural tourism. The tourism a policy concerns with development in Bali, particularly in Kuta District area as one of tourism destinations has increasing of the themselves, their meaning as well as religious values. villages involve dealt with its effects in the need for land. For Balinese people land have a specific value and economic, social, cultural, and even In Bali, land-coped by customary¬Tanah Pekarang Desa, Tanah Ayahan Desa, Tanah Plaba/Laba Pura, and Tanah Druwe Desa. Based on the data, it indicates there are some changes of customary-lands, such as the change of customary-land of Setra (tombs) into tourism area, as well as customary—land that are possessed individually. These issue some problems of the changing of functions and the conservation of customary-land that is solved either village on family level or individually or on the level. In attempts of keeping save the customary-land, people are continually trying to keep save it in order to been not sold that finally make the property of customary-village become weaker and weaker and therefore strengthens individually property.
