HUBUNGAN KEMAMPUAN, MOTIVASI KERJA PETUGAS PUSKESMAS DENGAN MUTU PELAYANAN ISPA DI PUSKESMAS MUNDU KABUPATEN CIREBON TAHUN 2006

Abstract

Salah satu masalah kesehatan yang perlu mendapat perhatian di Kabupaten Cirebon adalah masih tingginya angka kesakitan penyakit ISPA serta mutu pelayanan kesehatan bagi penderita ISPA yang belum seluruhnya baik, dengan tingkat kemampuan dan motivasi kerja petugas puskesmas yang belum semuanya baik. Dimana salah satunya adalah Puskesmas Mundu Kabupaten Cirebon. Pelayanan kepada penderita ISPA sendiri perlu ditangani oleh petugas kesehatan dengan kemampuan dan motivasi kerja yang tinggi, sehingga mutupelayanan ISPA menjadi lebih baik. Tujuan penelitian ini adalah untuk mengetahui hubungan kemampuan, motivasi kerja petugas puskesmas dengan mutu pelayanan ISPA di Puskesmas Mundu Kabupaten Cirebon. Jenis penelitian adalah explanatory dengan metode survey melalui pendekatan cross sectional. Sampel penelitian adalah petugas puskesmas yang memberikan pelayanan kesehatan kepada penderita ISPA di Puskesmas Mundu Kabupaten Cirebon, berjumlah 12 orang, terdiri dari 1 dokter umum dan 11 perawat puskesmas. Uji statistik yang digunakan adalah uji korelasi rank spearmans. Dari hasil wawancara dengan petugas puskesmas (responden) diperoleh bahwa mutu pelayanan ISPA yang dilakukan oleh petugas puskesmas di Puskesmas Mundu Kabupaten Cirebon adalah baik, sedangkan dari hasil observasi pada kartu status pasien ISPA diperoleh bahwa mutu pelayanan ISPA yang dilakukan oleh petugas puskesmas di Puskesmas Mundu Kabupaten Cirebon adalah cukup. Dengan demikian ada perbedaan antara mutu pelayanan ISPA hasil wawancara dengan mutu pelayanan ISPA hasil observasi (cross check). Dan diperoleh bahwa ada hubungan yang kuat antara kemampuan kerja petugas puskesmas (rho : 0,651), motivasi kerja petugas puskesmas (rho : 0,704) dengan mutu pelayanan ISPA di Puskesmas Mundu Kabupaten Cirebon. Saran perlu diadakan pelatihan P2ISPA di tingkat kabupaten dan bimbingan dari dokter puskesmas dalam memberikan pelayanan kesehatan kepada penderita ISPA, pelaksanaan Quality Assurance tentang mutu pelayanan ISPA tetap perlu dilaksanakan tiap tahunnya, petugas puskesmas dalam memberikan pelayanan kesehatan kepada penderita ISPA harus tetap melaksanakan sesuai dengan standar pelayanan ISPA yang ada. One of them is in Puskesmas Mundu Regency of Cirebon. The service to ISPA patient require to handled by health officers with high ability and work motivation, so that service quality of ISPA is better. Target of this research is to know the relationship between ability, work motivation of puskesmas officers with service quality of ISPA in Puskesmas Mundu Regency of Cirebon. Research type is explanatory with survey method using cross sectional approach. The samples is puskesmas officers servicing of health to ISPA patient in Puskesmas Mundu Regency of Cirebon, amountung to 12 peoples, consist of 1 medical doctor and 11 nurses. Statistical test used is rank spearmans correlation test. From result of interview with puskesmas officers (responders) obtained that service quality of ISPA by puskesmas officers in Puskesmas Mundu Regency of Cirebon is good, while from observation to patient status card of ISPA obtained that service quality of ISPA by puskesmas officers in Puskesmas Mundu Regency of Cirebon is sufficient. Thus, there is a difference between service quality of ISPA resulted by interview and observation (cross check). And obtained that there is strong relation between work ability puskesmas officers (rho : 0,651), work motivation of puskesmas officers (rho : 0,704) and service quality of ISPA in Puskesmas Mundu Regency of Cirebon. It is suggested to be performed a training of P2 ISPA in regency level and guidance of doctor in puskesmas giving service of health to patient of ISPA, implementation of Quality Assurance about service quality of ISPA constantly require executed per annum, puskesmas officers in giving service of health to patient of ISPA have to persistent to execute according to standard of service of ISPA.
